National central city,the highest level in the planning and setting of the current urbanization system,has the important mission that is lead regional development and take part in international competition.Meanwhile,as a new road of chinese economic reform and development,the high-quality development has became a new scale to measure the level of China’s economic development,especially for national central cities in the central and western regions,which have an important impact in promoting balanced development and improving the overall national strength.Zhengzhou,Wuhan,Xi’an,Chongqing,and Chengdu are five central cities in the central and western regions of China,meanwhile,it refers to lots of literatures and in combination with the reality of national central city in the central and western regions,then establishes an indicator system based on innovation,coordination,greenness,openness,and sharing in order to measure the level of high-quality economic development.The paper uses the classical comprehensive assessment methods that are entropy weight method and fuzzy evaluation method based on weighted average operator.This paper conducts single and comprehensive analysis on the economic high-quality development for the five central cities in the central and western regions during the five years from 2016 to 2020,and then obtains individual and comprehensive scores and rankings.On this basis,fuzzy Borda method is used to portfolio evaluation,fuzzy Borda number is calculated and the ranking of portfolio evaluation is given.On the whole,the high-quality development score of the five central cities in the central and western regions is in the range of 0.2to 0.5.Among them,Wuhan and Chongqing are in the first group and more close with each other;Xi’an and Chengdu are in the second group;Zhengzhou is in the third group.In terms of single items,innovation and coordination level in Wuhan are higher than others,but the greenness and openness level are lower,only coordination in Zhengzhou is in the middle level,innovation and coordination level in Xi’an are better,but sharing is located in the end,meanwhile,the greenness,openness,and sharing in Chongqing are at the forefront,sharing in Chengdu has the leading and stable location.Finally,based on the empirical analysis that uses two classical methods and the fuzzy Borda portfolio evaluation method,the paper analyzes the shortcomings of the five central cities in the central and western regions,and puts forward policy suggestions that is improve the high-quality development of central cities in central and western China by adopting the five new development concepts of innovation,coordination,greenness,openness,and sharing. |
