Farmers’ housing is one of the most important property rights owned by farmers,and more and more attention has been paid to the play and protection of the value of their property rights.In recent years,pilot projects on mortgage loans for farmers’housing property rights have been promoted in various places,but from the performance of pilot projects on mortgage loans for farmers’ housing property rights,many problems still exist.Therefore,it is of great theoretical and practical significance to study in depth the issue of mortgage loans for farmers’ housing property rights.Based on modern property rights theory,credit guarantee theory,economic man hypothesis theory,and stakeholder theory,this thesis has added three aspects to local farmers,financial institutions,and government on the basis of previous scholars’macro-level analysis of farmers’ housing property rights mortgage loans.At the level of analysis,the research methods such as questionnaire survey method,in-depth interview method and statistical analysis method are used to study the development of farmers’ housing property mortgage loans in Mayang County.This paper is divided into six chapters.The first chapter introduces the research background,purpose,significance and the research trends of domestic and foreign scholars on the mortgage loan of farmers’ housing property rights;The second chapter introduces the related concepts and theoretical basis of this paper;The third chapter summarizes the development status and measures of farmers’ housing property rights mortgage loan in Mayang County in the three-year pilot project,and conducts field research and interviews,and summarizes the research data and interview records;The fourth chapter,based on the survey results of Mayang County,finds out the problems existing in the pilot period of the mortgage loan of farmers’ housing property rights in Mayang county from the three aspects of the government,financial institutions and farmers,mainly including farmers’ low credit awareness,high risk of breaking an appointment,difficult disposal of collateral,small loan amount,single term structure,imperfect appraisal system of farmers’ housing property rights,nonstandard construction of trading platform Excessive reliance on government policy support,conflicts in relevant laws and insufficient risk prevention;The fifth chapter summarizes the successful experience of farmers’ housing property rights mortgage loan in three other regions according to the development of farmers’ housing property rights mortgage loan in China;According to the development status and existing problems of the mortgage loan of farmers’ housing property rights in Mayang county obtained from the previous research,and in combination with domestic experience and relevant national policy guidance,the sixth chapter proposes to strengthen farmers’ financial awareness,optimize rural financial ecology,improve the mortgage farmers’ housing disposal mechanism,provide diversified loan products,improve the rural property right valuation system,strengthen the construction of transaction platform,pay attention to the cultivation of market intermediaries Do a good job in legal connection and strengthen the risk prevention and compensation mechanism.
