The homestead system is one of the key contents of our country’s rural land system.Homesteads guarantee the housing of the broad masses of peasants and are the foundation for long-term stability in rural areas and an important property of peasant families.However,in recent years,the supply of the homestead system has lagged significantly behind economic structural reforms and rural transformation.The property rights of homesteads have weakened,the utilization efficiency of homesteads has been low,and the phenomenon of idleness and multiple homes has frequently occurred.As the proportion of urban residents’ property income from real estate continues to rise,the majority of farmers also expect to increase their land property income through homesteads and farm houses.Since the beginning of the three pilot projects of the national rural land system reform in 2015,"Exploring the ways and means to realize the usufructuary rights of homesteads in the mortgage guarantee of farmers’ housing property rights" has become an important part of the reform of the homestead system,and timely summarizes the farmers’ housing property rights during the pilot process.The realization path and key influencing factors of mortgage have important theoretical and practical significance for deepening the theoretical understanding of the reform of the homestead system and promoting the replication and promotion of pilot experience.This research first analyzes at the theoretical level,obtains the potential influencing factors of the mortgage of farmers’ housing property rights,explores the interrelationships between the various factors,and summarizes the rate of confirmation and registration of homesteads,the registration of “integrated housing and land”,the scope of circulation,and the construction of rural collectives.Six key influencing factors are the benchmark land price,mortgage guarantee and the number of banks providing loan services.Secondly,due to the complex causality and interaction between the various influencing factors of the mortgage of farmers’ housing property rights,traditional quantitative analysis cannot accurately obtain the connections and laws between variables,while simple qualitative comparative analysis lacks universality.This paper adopts the qualitative comparative analysis method(QCA)to systematically and comprehensively discuss how to realize the mortgage of farmers’ housing property rights,and obtain the individual effect of each influencing factor on the outcome variable and the contribution of the combination.Finally,based on the results of configuration analysis,this article conducts further analysis and discussion on typical case areas,and deepens the understanding of each influencing factor and its combination from a practical perspective.The research results show that:(1)The six influencing factors in theory are not the necessary conditions that can lead to the realization of the mortgage alone.The realization of the mortgage is the result of the combined effect of multiple different conditions in different regions;(2)The mortgage of the housing property rights of farmers There are four main ways to realize loans,which can be summarized into three types: bank-friendly,comprehensive and complete,and clear ownership;(3)The benchmark land price of rural collective construction land and the scope of circulation are the most universal influencing factors;To a certain extent,the registration and mortgage guarantee of “integrated premises and land”can be substituted for each other,and there can be a choice in different regions according to the difficulty of carrying out the corresponding work.Finally,based on the empirical analysis of qualitative comparative analysis and further typical case analysis,the research puts forward policy recommendations,that is,on the one hand,the deepening of reform should be carried out from the two aspects of the benchmark land price system for rural collective construction land and the clear and appropriate expansion of the scope of circulation;On the one hand,we must focus on adapting measures to local conditions based on the characteristics of each region,and the market should be the main force,supporting with institutional guarantees.
