The Influence Of Commercial System Convenience On Enterprise Innovation Behavior

Different from the previous literature focusing on the impact of administrative approval on enterprise innovation output,this paper divides enterprise innovation behavior into radical innovation and incremental innovation,and uses the micro data of the world bank survey of Chinese enterprises to directly test the impact of commercial system convenience on enterprise innovation behavior.The conclusions of this paper are as follows: the promotion of commercial system convenience has a positive impact on enterprise innovation behavior,but the significant impact is limited to the incremental innovation behavior represented by employee training and production flexibility.However,the radical innovation behavior represented by the introduction of new products and new technologies is endogenous in R & D investment and market environment.The improvement of commercial system convenience has no significant impact on it.In order to verify the robustness of the research results,this paper introduces the progress of the establishment of administrative examination and approval center of each prefecture level city to replace the convenience variable of commercial system for empirical test.After that,this paper introduces the adoption of new technology and new equipment to re identify the radical innovation behavior of enterprises,which verifies the reliability of the research results.In addition,this paper tests the heterogeneous impact of commercial system convenience from the two dimensions of industry technology intensity and region.This paper also examines the specific impact mechanism of commercial system convenience on enterprise innovation behavior.The improvement of the convenience of commercial system will have an impact from three aspects: the cost saving effect of enterprises,the innovation incentive effect of the image of efficient government under the rule of law,and the innovation incentive effect of potential enterprises entering the competition,which will promote the increase of enterprise innovation activities and innovative behavior.Finally,according to the existing conclusions,this paper puts forward the corresponding policy suggestions on administrative examination and approval,commercial system reform and innovation.The government should continue to promote the reform of administrative examination and approval and commercial system,and continue to stimulate the innovation of enterprises through the improvement of regional business environment;At the same time,the government should strengthen the regional medical education investment and infrastructure construction,in order to promote the emergence of radical innovation behavior of enterprises.
