After the release of the National New Type Urbanization Plan(2014)in China,the real estate market gradually shifted to the direction of development for functional urban development and industry-oriented urban expansion.Since then,cities have gradually changed from a fragmented functional zoning model to an industry-city integrated land development and development model.Therefore,land parcels and land development projects based on the logic of city-industry integration have gradually become the key investment objects of major development enterprises and real estate capital.However,as a new type of real estate development project,the overall operation difficulty of the project is much higher than that of non-industrial and commercial projects.At this stage,there is a lack of sufficient research and risk management measures for the whole cycle management of R&D and design of the industry-city integration project,and the decision is mainly made by drawing on the past experience of civil real estate project development,which lacks scientific basis and increases the investment risk.Therefore,it is necessary to study the full-cycle risk management of the R&D design of the real estate development enterprises,which will help the sustainable development of urbanization in China while proposing risk management measures for the integrated projects.This paper mainly focuses on the R&D design full-cycle management of the real estate enterprise’s integrated production-city project,and systematically elaborates the theories of integrated production-city,design management and risk management by reviewing relevant domestic and foreign literature.And through the Delphi method,expert survey method and literature review method,the process of full-cycle management of R&D design of GC industrial-city integration project is analyzed by flow chart method and brainstorming method,and the full-cycle management of project R&D design is divided into planning stage,scheme stage,construction drawing stage,implementation stage and operation stage,and the risk factors of full-cycle management of R&D design of industrial-city integration project are analyzed item by item,and the risk factors of R&D design of industrial-city integration project are proposed.The risk evaluation index system is established through expert scoring method.Then,AHP hierarchical analysis and fuzzy comprehensive evaluation method are applied to evaluate the risks of the whole cycle of R&D and design management of real estate development enterprises’ integrated projects,and finally conclude that the planning stage and program stage have high risk level for project management.Finally,according to the evaluation results,the whole process design risk management countermeasures of the industry-city integration project are proposed,which mainly control the industry-city integration from the four aspects of management strategies: strategic decision-making mechanism,design product standardization mechanism,industrial design coordination mechanism,and decision-making responsibility mechanism Design and manage risks throughout the project.The research results of this paper have certain reference value for the whole process design management of various industry-city integration projects.
