Research On Policy Adjustment Of The CCP To Science And Technology Workers Around 1956

As is known to all,science and technology plays a vital role in promoting the development of modern production.There are many factors affecting the development of science and technology,among which the policy of science and technology workers is one of the most important factors.In 1956,the three major reforms were basically completed,and he country began to build socialism on a large scale.The Party and the state also had new requirements for scientific and scientific and technological level.As the same time,the world’s science and technology is advancing by leaps and bounds,and the country is increasingly aware of the importance of science and technology to large-scale industrial construction.However,on the one hand,the quantity and quality of scientific and technological talents in our country cannot meet the demand;On the other hand,since the founding of new China,there are deviations in the understanding,training and use of intellectuals,which dampened the enthusiasm of scientific and technological workers and thus affected the normal development of scientific and technological undertakings.After recognizing the problem,the CPC began to adjust its policies in order to mobilize the enthusiasm and technicians in scientific research.When the central government issued a call to “march toward modern science”,Shanghai seized the opportunity to vigorously develop the construction of the city’s industrial base.According to the instructions of the central committee,the Shanghai Municipal Party Committee actively formulated the plan of science and technology development,and systematically adjusted the policy of science and technology workers from the two aspects of “recognition and allocation”,so as to fully mobilize the strength of scientific and technological workers to support and participate in the construction of Shanghai.In this paper,science and technology workers as the group of investigation,on the basis of sorting out the party’s policy on science and technology workers from 1949 to 1955,analyze he power of policy reversal around 1956,explore how Shanghai actively implemented the policy of the PCP Central Committee on science and technology workers,focusing on the implementation and feedback of policy adjustment.Finally,the policy adjustment is evaluated as a whole.Through the in-depth study of these problems,we can enrich people’s full understanding of science and technology workers.At the same time,the party’s understanding of science and technology workers and leadership of science and technology in this period are viewed more comprehensively and objectively in the policy adjustment.
