Analysis Of The Influence Of Labor Flow On Industrial Structure Adjustment

Since the reform and opening up,with the advantages of location and policy,the economy of China’s eastern and coastal areas has developed rapidly.At the same time,the continuous inflow of labor and other resources in the central and western regions has objectively promoted the adjustment and upgrading of the industrial structure in the eastern region.However,the Matthew effect of income between the east and the west has led to the continuous loss of scarce economic resources in the western region,resulting in a widening gap in economic and social development between the east and the west,and the imbalance in economic development between the east and the west is prominent,and the adjustment and upgrading of the industrial structure in the western region is facing many challenges.As the most critical and active factor of production,the degree of matching labor with the industrial structure will have a major impact on the adjustment of the industrial structure in the western region.Based on the theory of industrial economics and the combination of empirical analysis and normative analysis,this paper analyzes the current situation of population mobility and industrial structure in Shanxi,Gansu,Ningxia,Qinghai and Xinjiang from 2000 to 2019,and explores the direction and path of the impact of labor mobility on the upgrading and rationalization of industrial structure in the five northwestern provinces and regions.The results show that:(1)The phenomenon of labor outflow in the five provinces and regions in the northwest is serious,which directly affects the adjustment of the industrial structure.Although there has been a trend of return of labor in recent years,the net migration rate of labor force is still negative.(2)The mismatch between output value structure and employment structure exists in the five provinces in northwest China,and the industrial structure needs to be optimized.(3)Labor mobility in the five provinces in northwest China is closely related to the level of advanced and rationalization of industrial structure.The labor mobility of the five provinces and regions in the northwest is closely related to the level of upgrading and rationalization of the industrial structure.This paper adopts panel data multiple regression model and intermediary effect model to empirically explore the relationship between labor mobility and industrial structure,and then draws the following conclusions:(1)The inflow of labor force plays a significant positive role in promoting the upgrading and rationalization of industrial structure in the five provinces in northwest China.(2)Human capital plays a mediating role in the impact of labor mobility on industrial structure upgrading in northwest China,but the mediating effect of human capital on industrial structure rationalization is not significant.(3)The five provinces in northwest China should pay attention to scientific and technological innovation in the adjustment and upgrading of industrial structure.When guiding the rational flow of labor force,they should not only pay attention to the number of labor force but also pay attention to the introduction of high-quality talents,and do a good job in social security and infrastructure construction.The possible innovations in this study are mainly reflected in the full consideration of the endogenous problems of labor mobility and industrial structure adjustment and the unique way in the selection of instrumental variables.It is rare in academia to use the mediation effect model to explore the influence path of labor mobility on industrial structure adjustment by using psychological research methods.Under the background of China’s modernization construction and the empowerment of the digital economy,under the new development strategy of focusing on internal circulation and simultaneous internal and external circulation,the northwest region will usher in the advantages of the late-developing economy and comparative advantages.The research of this paper has academic reference value and regional decision-making reference value for the structural adjustment and optimization of labor force and industry in Northwest China.
