| Facing the dual pressure of domestic environmental pollution and international mitigation of climate change,China,as the world’s number one country in total carbon emissions,has proposed a double carbon target of 3060.Sichuan,as a clean energy powerhouse and economic province in western China,currently has the lowest per capita carbon emission level in the country and has an inherent advantage in energy conservation and emission reduction.However,due to the accelerated period of industrialization and urbanization,the problems of low industrial level and sloppy development are still prominent,and the future low-carbon transformation will be difficult and long,requiring efforts from the root of industrial structure optimization to achieve long-term sustainable development.Based on this reality,this paper combines statistics,empirical studies and case studies to investigate the impact of industrial structure optimization on carbon emissions in Sichuan Province and explore the future industrial structure optimization path under the dual carbon target.First,based on industrial structure optimization theory and low carbon economy theory,this paper analyzes the impact mechanism of industrial structure optimization on carbon emissions from three perspectives: efficiency improvement,technological progress and structural adjustment,and sorts out three policy directions to promote industrial structure optimization under the double carbon target,such as emission reduction target,carbon tax and carbon trading.Then,the level of industrial structure optimization in Sichuan province is measured from two perspectives of industrial structure rationalization and advanced,and the carbon emission characteristics of Sichuan province are derived based on energy consumption using IPCC emission factor method.In addition to the analysis of the current situation,the emission reduction targets and related policy measures of Sichuan Province are compiled as the basis for the countermeasure suggestions in the later section.Further,an econometric model is constructed by combining the environmental Kuznets curve,and the time series data of Sichuan Province from 2000-2019 are analyzed empirically to derive the effect of industrial structure optimization on carbon emissions in Sichuan Province through co-integration analysis,multiple regression,Granger causality test,impulse effect analysis and variance decomposition.Finally,combining the previous study and the experience inspiration of developed countries,countermeasures are proposed to promote the optimization of industrial structure in Sichuan Province under the double carbon target from four aspects: energy structure,industrial structure,technology leadership,and policy measures. |
