| The development of science and technology has become an important means to lead national economic development,promote the progress of human civilization,and enhance economic strength and international competitiveness.Technology transfer plays an important role during the development of science and technology.It combines the knowledge and technological innovation system with the national innovation system,which is the main driving force to promote technological innovation and progress in a country or a region.A scientific and sound technology transfer model is helpful to the improvement of the independent innovation capabilities.A sound technology transfer system can not only enable more scientific and technological resources integrated,but also increase the rate of technology transfer and technological achievements conversion.In recent years,Changzhou has made many achievements in technology transfer based on the needs of enterprises,the government,scientific research institutes,universities and colleges as the source,taking technology transfer services as the link,and cooperating among the government,industry enterprises,universities and research institutes.However,there are also many problems during the work of technology transfer.Therefore,in this paper,it aims to improve the institutes’ technology transfer rate in Changzhou,and focuses on the optimization model of the technology transfer system of scientific research institutes in Changzhou.By analyzing the definition of technology transfer,the mode of technology transfer and the system of technology transfer,studies the theory of technology innovation and triple helix theory,and analyzes the applicability in this paper.Taking the technology transfer of four types of scientific research institutes in Changzhou as the research object,I visit some relative research institutes and know about their transformation of intellectual property rights such as patents and proprietary technologies,the incubation of enterprise cultivation,the construction of incubators and the support of financial resources.This paper studies and analyzes the status of the technology transfer system of four types of scientific research institutes using literature method,interview method and case analysis method,and compares and analyzes their technology transfer elements,models,platforms and effects.The main problems in the system are the imperfect system and mechanism,lack of professional talent team and weak support and guarantee for technology transfer.I analyzes seven reasons of the problems: the implementation of the incentive mechanism is not good;the ownership of service inventions is not clear,and the distribution of benefits is not balanced;the docking mechanism is not perfect;the management of institutes doesn’t carry out well;many enterprises do not know well about the process of technology transfer;some technology transfer service platforms can not provide good services;there is a lack of demonstration institutions for characteristic technology transfer services.On the basis of the above research and analysis,the basic framework and operation mode of the new technology transfer system are proposed.Meanwhile,I put forward five optimization measures: improve the market competition mechanism and legal system;strengthen and improve market-oriented docking mechanism leading by the government;strengthen enterprises’ understanding of technology transfer;strengthen professional technology transfer talent teams;improve technology transfer institutions quality of service.Therefore,this study aims to explore a technology transfer system which is suitable to the actual situation of research institutes in Changzhou.It is also to promote the local enterprises’ transformation and upgrading,increasing the development of local economy well. |
