Facing with the situation of the new normal in economic development and a new round of technological revolution,the comprehensive national strength is gradually becoming means of competition between country and country and the innovation of science and technology is increasingly becoming a decisive force in economic and social development.The CPC Central Committee and the Sate Council implement the strategy of innovation-driven development and accelerate the establishment of innovative country.Beijing will be as National Science and Technology Innovation Center,changing of the growth model so as to adapt to the new normal with its leading role.Since the Reform and Opening,technology market in Beijing rapidly developed with a large-scale transaction and quantities,forming a variety of models.The universities and research institutes in Beijing not only play a decisive role but also have important implications in the world because of their strong research and development capability and the remarkable achievements,providing service in support of the development in Beijing and the whole country.Undoubtedly,the study on the technology transfer models of the universities and research institutes in Beijing is very meaningful for the whole country.With the above backgrounds,the author focuses on technology transfer models of the universities and research institutes in Beijing.In order to provide the basis for further policies on technology transfer in the whole country,this study is designed to mainly answer the following questions: What is the present status of technology transfer of the universities and research institutes in Beijing? What effective models are formed? What extent is the influence respectively? Has cross-regional technology transfer promoted the regional economic development?Details are as follow:(1)The SMISP analytical framework about technology transferFirstly,the research achievements,theoretic basis and relevant methods are generalized systematically.The stages of development and the characteristic of technology transfer of the universities and research institutes in Beijing are reviewed.Secondly,the meaning of technology transfer is defined;the present status of technology transfer of the universities and research institutes in Beijing is summarized;the problems and obstacles are proposed after generalizing policies about technology transfer.Finally,the SMISP analytical framework is created.(2)Classified research on technology transfer models of the universities and research institutes in BeijingIn this dissertation,with the description of the forming conditions and mechanism of technology transfer,seven models in Beijing are summed up : the model of Technology Transformation,the model of Spin-off Company,the model of Science and Technology Project,the model of University(Institute)---Enterprise Cooperation,the model of University(Institute)---Locality Cooperation,the model of Collaborative Innovation,the model of Civil-Military Cooperation.These models are the core in technology transfer.At the same time,because of the richness and complexity of practice,new models are emerging with new characteristics from the integration of two or more different models.(3)Analytical research on technology transfer models of the universities and research institutes in BeijingComparative research is made on the above-mentioned models,on the details around characteristics,mechanism,transformation approach and influencing factor.Relevant cases of Beijing Collaborative Innovation Institute、Tsinghua University’s Spin-off Companies 、 CASPARK 、 the Development of Civil-military Integration demonstration Park in HaiDian and CAS Beijing technology transfer center are analyzed.At last,the comparative analysis between the university and the institute is made,from the aspects of function orientation,schooling size,research direction and the measures undertaken,teaching and research system,entrepreneurial environmental and effect of university students and experts.(4)Research on model,influencing factor and performance of the technology transfer space distribution of the universities and research institutes in BeijingBased on technology trading market data,with the analysis about technology output-input capability,subject patterns,space distribution and influencing factor,research is made on characteristics,model and influence of the technology transfer with the method of multi-dimensional scale analysis,exploring spatial analysis and econometric.The effect of geographical distance,economic disparities and policy gap on technology transfer is analyzed by creating models.The effect of regional absorbing capability on technology transfer is researched as well.(5)Research on technology transfer performance of the universities and research institutes in BeijingTaking Beijing’s economic and social development as the research objects,we analyzed the technology transfer performance of the universities and research institutes in Beijing from the following five dimensions: aggregate economic output,quality of economic development,strategic emerging industries and enterprises,index of starting businesses and internationalization.The conclusion is made that collaborative innovation is the main approach to transfer the technology in the future.Based on the above research,the problems and obstacles are proposed from the following aspects: authentication and property right of technique achievements,evaluation system of research institutes,intermediary service organization of science and technology,professional talents,industrial ecology and environment of policy and regulation.Finally,policy proposals on how to effectively promote the technology transfer of the universities and research institutes in Beijing are presented.
