Research On Land Transfer Issues In Changyuan City Under The Family Farm Mode

Family farms,a new agricultural operator,were first mentioned in the Central No.1 Document of 2013,and the first requirement for family farm management is to scale up the land.Up to now,the family farm,a new type of agricultural management subject,has been paid more and more attention by the government and farmers,especially in recent years.The main way to realize the large-scale management of family farms is to centralize the land which is abandoned or left unused or unable to work through land transfer.However,due to the late proposal,slow development and initial stage of family farm,as well as the imperfect land transfer mechanism,the family farm land transfer faces many problems.How to solve the problem of family farm land circulation is of great significance to realize family farm large-scale management.Based on the literature,materials and theoretical concepts on land circulation put forward and written by experts at the present stage,this paper studies several problems of land transfer in Changyuan under the family farm model: it is difficult to obtain large-scale operating land,it is difficult to obtain the land circulation period that meets the needs of operation,it is necessary to sign contracts in the course of land circulation and the financing channels for land circulation are narrow.Through to Changyuan family farm land circulation survey understanding as well as the spot investigation,has collected the massive first-hand material to use in this article research.From the perspective of the scale,term,signing of transfer contract and payment of funds for land transfer,this paper analyzes the main problems arising in the process of land transfer at Changyuan,and deeply studies the causes of such problems,mainly including the refusal to transfer or selective transfer of land when farmers transfer land;the influence of income expectation on farmers;weak legal awareness and imperfect relevant security system;and the difficulty of farmers in paying the transfer expenses.Based on the analysis of the present situation,combined with the questionnaire survey and field visit,this paper probes into the existing problems and the causes of the problems,and puts forward some measures for solving the problems of land transfer in Changyuan under the family farm model:it is suggested that family farm operators should take multiple measures to promote the scale of land transfer;implement dynamic adjustment of land transfer rent,stimulate farmers to sign contracts for a longer period of time;promote the standardization of land transfer through multiple channels;innovate financial products for family farms and land transfer financing,and other measures to solve the above problems encountered in the process of land transfer in Changyuan under the family farm model.
