In China,the unified real estate registration system is one of the important systems established by the original property law of the People’s Republic of China(now replaced by the property law of the civil code,hereinafter referred to as the property law).The unified registration of real estate,also known as integrated real estate registration,refers to the process that the real estate registration authority registers the legal rights such as real property rights in the real estate register according to law.Therefore,the unified registration of real estate is to publicize the real right rather than create the real right.As a public service matter related to the vital interests of the people,real estate registration generally takes a long time to register,submits many materials and is difficult to handle,which has been strongly reflected in all sessions of the society.Therefore,doing a good job in real estate registration is not only good for protecting the vital interests of the masses,but also good for protecting real estate property rights and keeping the real estate market working well.On March 1,2015,Luzhou issued the first certificate of real estate ownership in China and the first certificate of real estate ownership in Sichuan Province,which marked the landing of the unified registration system of real estate in Luzhou.At the same time,while Luzhou in response to the State Council and in Sichuan province about the real estate registration speed,reduce the requirements of that material,has promulgated the "compressed while Luzhou real estate registration conduction time of the implementation of the plan," while Luzhou measures for the implementation of "zero prove city"(try out)",to integrate citizens by id,enterprise by social credit code for real estate registration business,It is no longer necessary to submit any proof of registration.However,the real estate registration constantly speed,reduce the evidentiary materials prone to errors,combined with the unified registration anterior chamber to disperse the problems left over by history,as well as the network times on "Internet + real estate registration" rising and so on,led to a number while Luzhou real estate unified registration of handling complaint,complaints don’t send a rose,The continuous reform,innovation and development of Luzhou real estate registration work is particularly important.In this paper,by analyzing the real estate registration system in the implementation of while Luzhou seven years,the study of state-owned construction land on real estate registration,summarized the present stage while Luzhou real estate registration problems existing in the practical work and causes,combining marxism property rights theory,theory of seamless government,service-oriented government theory and related theory knowledge,based on the excellent practice of real estate registration in China,this paper puts forward the countermeasures for optimizing the real estate registration in Luzhou,that is,perfecting the supporting system of real estate registration,building a good real estate information platform,cultivating real estate registrants and reengineering the real estate registration process.The author hopes to put forward some feasible suggestions for the unified registration of real estate in Luzhou city,and at the same time provide some experience for the promotion of real estate registration in various places.
