Research On The Effect Of Integrated Pilot Zones For Cross-border E-commerce On Industrial Transformation Of Manufacturing Cities

From 2015 to today,it has been seven years since China implemented the policy of setting up the first comprehensive pilot zone for cross-border e-commerce,and the comprehensive pilot zone has been set up in 105 cities all over the country.The key attention of the Party and the state has increased the development of the comprehensive pilot zone,and the establishment of cross-border e-commerce comprehensive pilot zone in many regions to promote regional economic development and as a major economic development strategy of China.After the disappearance of demographic dividend,many manufacturing cities are in a period of transition,and it is worth paying attention to which way to go in the future.This paper studies whether cross-border e-commerce plays a role in urban development,hoping to provide a new road reference for urban transformation.Cross-border electricity comprehensive experimental zone as the direct expression of traditional trade upgrade,can effective configuration efficiency of existing resources to speed up the trade,but whether the policy can promote manufacturing city transformation,if established policy significance,is set up in test area is applied to manufacturing city transformation mechanisms through which issues still need further argument.This paper mainly starts with the research on the industrial transformation of cross-border e-commerce comprehensive pilot areas and manufacturing cities.By sorting out and analyzing the existing theories and research methods and summarizing the existing research literature,this paper selects the panel data of 54prefecture-level cities from 2000 to 2019.The first step is to evaluate the policy effect of the comprehensive pilot area by using the multi-stage differential method(DID)and analyze the impact of the comprehensive pilot area of cross-border e-commerce on the industrial transformation of manufacturing cities.Secondly,the mediating role of innovation drive,quality improvement drive and human resource accumulation drive is further studied.Finally,the validity of the empirical model is studied by parallel trend test and robust test.Through empirical research,this paper draws the following conclusions: First,the implementation of comprehensive pilot zone policy for cross-border e-commerce can effectively promote the industrial transformation of manufacturing cities.Before and after setting control variables in this paper,the preliminary results of the benchmark experiment show that the coefficient of policy interaction is significantly positive,indicating that the comprehensive test area policy can significantly promote the transformation of manufacturing cities.Second,the establishment of comprehensive pilot zones for cross-border e-commerce can promote the aggregation of producer services,which proves the establishment of aggregation economic theory.After the establishment of the cross-border e-commerce comprehensive pilot zone,the location entropy index of the city or region in which it is located increases significantly,indicating that the cross-border e-commerce comprehensive pilot zone can promote industrial aggregation.The industrial agglomeration of producer services will elevate the height of the manufacturing industry and promote the upgrading of the manufacturing industry,thus transforming the manufacturing cities.Thirdly,the policy implementation of comprehensive pilot zones for cross-border e-commerce can drive the industrial transformation of manufacturing cities through three intermediary mechanisms: innovation-driven,quality-driven and human capital accumulation.Fourth,the establishment of comprehensive experimental zone cross-border electricity can make cross-border electricity related enterprise effective together,so that the information industry gathered together,make the information sharing between the information industry,and cross-border electricity through the establishment of comprehensive experimental zone makes the logistics,the logistics operation and service value in the process of implement cross-border electricity industry agglomeration of logistics enterprises.In this way,enterprises associated with cross-border e-commerce can be provided with higher quality services,and the aggregation effect of cross-border e-commerce comprehensive pilot zone can be enhanced.
