In the report to the 19th National Congress of the CPC,General Secretary Xi Jinping proposed that for furthering structural reform of the supply side and constructing a modernized economy system,we must focus on the real economy for economy development,focus on improving the quality of the supply system,o as to significantly enhance the quality of the advantages in China’s economy.As a result,the management model for supply chain has developed rapidly,and it has been undertaking the important responsibility of enhancing the efficiency of enterprise management as well as improving the competitiveness of enterprises.With China Aviation Industry Qing ’ an Group Co.,Ltd.as the example,it is expounded in this study the relevant theories of procurement management and supply chain management,and through the analysis of the basic principles of supply chain management and procurement management,from the four aspects of procurement organization structure,procurement demand,procurement process and supplier management,it is described the procurement management status of Qing’an Group Co.,Ltd.,analyzed the reasons for the problems existing in procurement management of Qing ’ an Group Co.,Ltd.by using questionnaire method,and put forward optimization measures.The measures include: 1.Rebuilding the procurement organization structure and paying attention to the improvement of staff quality.2.The procurement and supply center needs to clearly understand the procurement demand from the source and optimizes the development of the procurement demand.3.Using the ASME method to analyze the procurement process,simplifying the approval procedures and improve the application of information technology.4.In terms of supplier management,to optimize supplier classification,improve the system of supplier performance evaluation,and implement the reward and punishment mechanism of supplier evaluation system.5.Lastly,in view of these suggestions,the corresponding safeguard measures are put forward to ensure the effective implementation of the procurement management optimization scheme for Qing ’ an Group Co.,Ltd.,so as to promote the improvement of procurement management capacity as well as procurement efficiency of Qing’an Group Co.,Ltd.At the same time,it is also hoped that it can be used for reference for procurement management optimization of similar enterprises in the industry.
