Study On The Supply Effect And Improvement Countermeasures Of Public Services For Rural Human Settlements In Guizhou Province

Improving rural human settlements is related to the well-being and quality of life of farmers,and is one of the key tasks to achieve rural revitalization.Effectively promoting the public service supply of rural human settlements in Guizhou Province is of great significance to the construction of an ecologically livable and coordinated development of urban and rural areas in Guizhou.Based on the previous research and combined with the situation of Guizhou Province,this paper constructs the theoretical analysis framework of rural human settlements in Guizhou Province,which mainly includes five parts: rural ecological environment,rural infrastructure,rural living environment,rural economic burden and rural community service.Firstly,based on the theoretical framework,this paper combs the macro supply situation and problems of rural human settlements public services in Guizhou Province;Secondly,through field investigation in Huaxi District of Guiyang City,Meitan County of Zunyi City,Guiding County of Qiannan Prefecture,Shuicheng County of Liupanshui City and Weining County of Bijie City,this paper evaluates the supply effect of public services for rural human settlements in Guizhou Province from the perspective of farmers’ demand by using structural equation model(SEM),and discusses the priority of public services for rural human settlements in Guizhou Province;Thirdly,according to different levels of conditions,this paper selects village a in Weining County,Bijie City,village B in Shuicheng County,Liupanshui City,and Village C in Huaxi District,Guiyang city for case analysis,and intuitively and comprehensively discusses the dilemma of public service supply of rural human settlements;Finally,based on the macro supply status,micro demand evaluation and typical case analysis,this paper puts forward the countermeasures to improve the public service supply of rural human settlements in Guizhou Province.The main conclusions are as follows:(1)From the relevant macro data of public service supply of rural human settlements in Guizhou Province,it shows that the overall construction quality of rural human settlements is general,and the rural human settlements need to be improved urgently.From 2015 to 2020,the supply of public services for rural human settlements in Guizhou Province has significantly improved,but there are problems such as unbalanced regional development,obvious shortcomings in rural garbage,sewage,toilet reform and water supply facilities,insufficient supply of public services for the elderly in rural areas and rural cultural and entertainment construction,and imperfect long-term management and protection mechanisms.(2)The micro survey description and empirical analysis based on the five places show that the overall quality evaluation of rural human settlements in the five places surveyed in Guizhou Province is lower than the satisfactory level;The priority of hard environment construction in rural human settlements is: rural ecological environment >rural infrastructure > rural residential environment;The priority of the construction of rural human settlement soft environment is: Rural Community Service > farmers’ economic burden.On the basis of establishing the primary and secondary order of public service supply for rural human settlement environment,it focuses on rural domestic sewage treatment,rural domestic waste treatment,water supply facilities construction,rural toilet reform,cultural and entertainment construction,rural medical service improvement and farmers’ medical expenditure burden reduction,which plays an important role in the improvement of rural human settlement environment in Guizhou Province.(3)Through the case analysis,it can be seen that the rural residents in the five surveyed areas in Guizhou Province treat domestic waste and domestic sewage in a random manner,lacking the corresponding infrastructure supply and farmers’ code of conduct;In addition,rural medical treatment,toilet reform,water supply facilities,village planning,cultural and recreational construction and the work of the two committees of the village branch are issues that have strong repercussions from farmers,and should be taken as the key direction to increase the supply of public services.(4)Through theoretical and empirical analysis,this paper puts forward four countermeasures to improve the supply effect of public services for rural human settlements in Guizhou Province.The first is to put forward differentiated construction objectives and supply strategies according to local conditions;The second is to give priority to the public service of rural human settlements,which is most needed by farmers;Third,the participation of multiple subjects to strengthen the concept of CO governance and sharing of rural human settlements;Fourth,further improve the public service supply system and mechanism of rural human settlements in Guizhou.
