Research On The Application Of The Big Data Platform For Targeted Poverty Alleviation In H Village Of Hunan Province

Information asymmetry would become more worse when the targeted poverty alleviation goes to the grass-roots level.Big data technology is generally regarded as an important technical means of reducing effectively the information asymmetry in anti-poverty work.From 2017 to 2019,the author conducted three field surveys in H village,a poor village in Hunan province,and found that the development of big data platform for the targeted poverty has a positive correlation with the performance of targeted poverty alleviation at the village level.During the first survey,the application of big data platform for the targeted poverty alleviation was insufficient,and the performance of the targeted poverty alleviation in H village was weak.With the continuous improvement of the application of the big data platform in two years,the four keys of the targeted poverty alleviation performance,such as targeted identification,targeted help,targeted management,targeted assessment and so on,has also been greatly improved.This dissertation takes the principal-agent theory,technology empowerment theory and mechanism design theory as the theoretical framework,takes the relationship between the application of the big data platform for the targeted poverty alleviation and the performance of the targeted poverty alleviation in H village as the research angle,takes the village level where the platform's data comes from as the research object,takes the results of three field surveys spanning two years as the research material,and adopts methods of literature research,qualitative research,empirical research and so on.The Dissertation discusses the role and problems of big data platform in unblocking the channels of information communication,compressing asymmetric information space of village administration subject,and empowering governments,villagers and social groups.It proposes to optimize the information mechanism by improving precise identification,precise assistance,precise management,precise assessment,information disclosure,mass supervision and report and so on;improving the incentive mechanism by defining the rights and responsibilities and perfecting the rewards and punishments system to the subject of village administration based on the big data platform of the targeted poverty alleviation at village level.By means of the platform,the efficiency of information exchange and incentive compatibility at the village level could be improved,the problem of " miss-target in grass-root level" gradually be solved,theperformance of the targeted poverty alleviation be guaranteed and the goal of poverty alleviation be achieved.
