Research On The Development Of Poverty Alleviation Collaboration Between The East And West Of China

The Poverty Alleviation Collaboration between the East and West of China is an institutional arrangement made by the Party Central Committee and the State Council,which aims to eliminate poverty and get balanced regional development.After nearly 20 years practice,it has become a regional anti-poverty policy with Chinese characteristics,and has achieved significant achievements.However,the gap of economic development between the East and the West continues to expand,and the poverty and poverty returning phenomenon is also ubiquitous in West of China,which make the Poverty Alleviation Collaboration in the East and the West is a long-term and arduous task in the future.So it is necessary to continue to expand and to deepen the Poverty Alleviation Collaboration in the East and West of China,and build a sustainable mechanism of the Poverty Alleviation Collaboration between the East and the West.Further,with the development of economy and the deepening of poverty alleviation,the characteristics of antipoverty encounters some new changes,the Poverty Alleviation Collaboration in the East and the West also faces many problems,which requires the Poverty Alleviation Collaboration in the East and the West achieve an institutional improvement based on the past experiences.Therefore,in order to promote the development of Poverty Alleviation Collaboration,the paper deeply and systemically analyzes the current situation,existed problems,policy effect and mechanism of the Poverty Alleviation Collaboration in the East and the West.Based on it,the paper further discusses the promoting mechanism of the Poverty Alleviation Collaboration in the East and the West in the new era,and puts forward some policy and recommendations to promote it.Specifically,the innovation of this paper is mainly manifested in the following aspects:Firstly,based on the perspective of the Poverty Alleviation Collaboration in the East and West of China,this paper constructs a model of the Western anti-poverty influence factors,to analyze the impact of these nine factors---income distribution,economic growth,public finance expenditure,foreign trade,industrial structure,market,transportation infrastructure,urbanization and human resources on the anti poverty of the West,which provides an empirical support for the selection of the poverty alleviation policy of the Poverty Alleviation Collaboration between the East and the West.Secondly,this paper takes Tianjin--Xinjiang poverty alleviation collaboration as an example,designs three kinds of questionnaire for farmers,government staff and enterprises,based on it,we comprehensive analyzes the policy effect of the Poverty Alleviation Collaboration in the East and the West and the problems in the implementation of the policy from the different participants;At the same time,we establishes logistics model,discusses the poverty impact factors and the poverty causes of the local farmers,and obtains a valuable conclusion.In addition,this paper used the game theory and model to analyze the game between different stakeholders in the process of the Poverty Alleviation Collaboration in the East and West of China,including the game between the central government and the Eastern,Western regional government,the game between the Eastern and Western government,the game between the local government and the poverty alleviation department,and the game between the poverty alleviation department and the poor,based on it,this paper discusses the problems in the process of the Poverty Alleviation Collaboration in the East and the West,which provides a theoretical reference for the improvement and innovation of the mechanism of the Poverty Alleviation Collaboration in the East and the West.Finally,based on the new changes of poverty alleviation in the new era,aims at the current problems of the Poverty Alleviation Collaboration in the East and the West,from the dynamic mechanism,conduction mechanism,protection mechanism and adjustment mechanism the four aspects,this paper explores and builds the promoting mechanism of the Poverty Alleviation Collaboration in the East and West of China.
