Research On Selection And Evaluation Method Of Characteristic Town Construction Projects

Characteristic town is an important measure proposed to boost economic transformation and upgrading,propel coordinated and balanced development between urban and rural areas,and promote the new urbanization and new rural construction.With the support of policies,characteristic towns have been rapidly developed and constructed nationwide.Although a lot of achievements have been made,there are still some problems.One of the problems is that the early selection of characteristic town project is too subjective and there is no objective measurement index and standard.At present,local governments declare characteristic town project actively,but fund and resource are limited,therefore,the superior government should try to choose projects which have the better basic conditions and the better prospects for development to construct.In this way,we can avoid to construct the towns with unreasonable planning or inappropriate physical geography,and avoid the waste of resources caused by blind construction,so as to realize the rapid return of capital and the optimal and maximum utilization of resources.Based on this,starting from the early selection of characteristic town construction projects,this study establishes an evaluation model suitable for the selection of characteristic town construction projects,in order to help the superior government choose the most suitable characteristic town construction projects.This study mainly includes four parts as follows:The first part: Summarizes the relevant concepts and development process of characteristic town,discusses the connotation and traits of characteristic town,and on this basis,differentiates characteristic town from industrial park,garden complex and other development subjects.Then,according to the emphases of the development of characteristic towns,the development process is divided into three stages: gestation,comprehensive development and quality improvement.At last,the construction significance and development status of characteristic town are summarized.The second part: Taking Liaoning province as an example,the industrial types of its characteristic towns are divided into four categories.At first,the evaluation index system of characteristic towns including common and characteristic indexes is preliminarily established.Then the index system is analyzed and optimized through questionnaire survey and SPSS software.Finally,the index system model which meets the requirements of reliability and validity and has good fitting degree is obtained.The third part: Use Analytic Network Process and Super Decisions software to calculate each index weight under different industrial types.Then,the principle of the traditional TOPSIS evaluation method is introduced,and the inverse order problem in the method is proposed.The concept of absolute ideal solution is introduced to improve the traditional TOPSIS method.Finally,the evaluation model of characteristic town construction project based on ANP and improved TOPSIS is obtained.The fourth part: Case analysis and research,this paper takes three tourist towns in Liaoning province as examples.The ANP-Improved TOPSIS model is used to evaluate and compare the three characteristic towns,and the obtained priority order of the three towns is consistent with the actual recommendation order,which verified the applicability of the model.At the same time,through the feedback of evaluation,the restrictive factors of the current development of the three towns are clarified,and the development direction of the later period of the towns is pointed out.This paper considers the regional differences and industry focus.Taking liaoning province as an example,the evaluation index system and selection model of characteristic towns under four industrial types are constructed,and the validity of the model is verified.It provides reference for the evaluation and selection of characteristic town construction projects in other areas.
