After entering the new century,rural credit cooperatives all over China began to be reformed into rural commercial banks,which became an important component of local financial industry in China.Rural credit cooperatives and rural commercial banks after the reform have played a huge role in promoting the development of county economy and the support of "agriculture,rural areas and farmers" economy in China.However,there are still some problems behind the seeming splendor,which are mainly manifested in the inapplicability of the low management level of rural commercial banks to their rapid development trend.Especially in the performance management of employees,it is no longer suitable for the new development situation and needs to adopt large-scale and extensive assessment methods.Scientific and reasonable performance appraisal mode will make employees keep active working attitude,while the backward performance appraisal mode will damage the enthusiasm of employees,and finally lead to failure of the banks to develop healthily and continuously.With Z Rural Commercial Bank as the study object,this paper combines with the results and experiences of studies on domestic and foreign commercial banks,to make in-depth analysis on its current performance appraisal status and point out the problems and reasons in the process of indicator design and assessment.Finally,a series of practical optimization suggestions are proposed for the performance appraisal in combination with the current business development status of Z Rural Commercial Bank.From the study content,this paper mainly involves the following aspects:First of all,a detailed and necessary description is made on the performance appraisal of the rural commercial bank from the perspective of the research background,research significance and objectives,and moreover,the domestic and overseas theories and achievements on performance appraisal management are summed up;Secondly,study is made on the characteristics,objectives and influencing factors of performance appraisal of the commercial bank to lay a theoretical foundation for the following in-depth study;Subsequently,with Z Rural Commercial Bank as the research object,a comprehensive analysis is made on the current performance appraisal system in combination with the staff,organizational structure and business development of Z Rural Commercial Bank.The problems existing in indicator design,process implementation and communication feedback are found out on the basis of the current situation of performance appraisal.Then,aimed at the above analyses,the practical optimization suggestions are proposed based on the theoretical knowledge and in combination with the situation of Z Rural Commercial Bank.Moreover,the indicators are decomposed into each post with integration of the responsibilities of each department and post,on the basis of careful analysis,communication and feedback.The performance appraisal indicator system is designed,covering the sub-branch president,account managers,tellers,operation supervisor and office staff.Besides,with the refined decomposition of indicators,improvement is made to the appraisal cycle and subjects,and the organizational procedure of appraisal is clarified.Moreover,safeguard measures of performance appraisal implementation is proposed from the perspective of organizational guarantee,high-level support and information platform appraisal data support.By analyzing the performance appraisal management of Z Rural Commercial Bank,this paper will provide important reference for other rural small and medium-sized financial institutions.Small and medium-sized financial institutions can learn from each other according to their own reality,further facilitate the reform of their own performance appraisal management,and then promote the high-quality and stable development of financial institutions.
