| At present,China’s new rural construction continues to advance,and rural financial reform continues to deepen.Rural commercial banks,formerly known as rural credit cooperatives,have the nature of serving "agriculture,rural areas,and farmers",and support agriculture and benefit farmers as their mission.However,rural commercial banks have many deficiencies that cannot be ignored and seriously affect their own development,including the incomplete management system,lack of a competitive environment leading to insufficient progress,and unclear property rights system.Therefore,it is urgent to speed up its reform.This article uses literature research method,interview method,questionnaire survey method,analytic hierarchy process and case analysis method to study a set of performance evaluation system established by D Rural Commercial Bank based on Balanced Scorecard.First of all,this paper introduces the background of the development of China’s rural commercial banks,and points out its current deficiencies.In combination with the actual business conditions of D rural bank,it is proposed as an emerging financial institution that urgently needs to establish a set of characteristics that meets its own characteristics and reflects its strategic objectives.Strengthen the performance evaluation system of its own strength and point out the significance of introducing a balanced scorecard.Secondly,this article continues to deepen the understanding of domestic and international banking performance evaluation,and summarizes performance evaluation and balanced scorecards,laying a good foundation for follow-up research.Thirdly,analyze the current performance evaluation method of D rural bank,explore its existing problems,and then come to the necessity of D rural commercial bank introducing balanced score card.Then,the strategic objectives of D rural commercial bank were determined,a strategic map was drawn,a performance evaluation system based on a balanced scorecard was designed,and the AHP was used to determine the index weights of the balanced scorecard.Finally,the implementation of the design performance evaluation system,detailed introduction of the implementation process and consider the possible problems to be solved,and put forward the perfect safeguard measures.This paper does research on the performance evaluation of Rural Commercial Bank,and the research has certain theoretical and practical value.The theoretical values are:First,it enriches the research content of the direction of management accounting theory.Second,provide scientific theoretical guidance for the reform and innovation of the performance management system of ABC.This paper takes D Rural Commercial Bank as an example to study the performance evaluation system applied to rural commercial banks based on the Balanced Scorecard,and provides a new perspective for the performance management reform of rural commercial banks,which is of theoretical significance for promoting reform and innovation of the performance management system of rural commercial banks..The practical value is:The research in this article will help D Rural Commercial Bank establish a more complete performance evaluation system and accurately reflect its true situation.Through the implementation of the performance evaluation system established in this paper,it is clear at a glance which aspects of D-Rural Commercial Bank’s day-to-day operations are to be improved,which will help D Rural Commercial Bank to rapidly enhance its competitiveness;in addition,the performance evaluation system based on the Balanced Scorecard Under the guidance,the development of D Rural Commercial Bank will pay more attention to the integration of strategic objectives,which will help D Rural Commercial Bank complete its mission of serving"agriculture,rural areas and farmers",have a long-term vision for development,and have sustainable development for D Rural Commercial Bank.For rural commercial banks that have been reformed,domestic research on this emerging financial institution is almost blank.Rural commercial banks are unique to China’s financial institutions serving the "three rural issues" and urgently need a comprehensive performance evaluation system.The existing literature is far from meeting the needs.This paper selects D Rural Commercial Bank as a case.When establishing a performance evaluation system for it,it introduces the concept of strategic performance management At the same time,it introduces the Balanced Scorecard to assess financial indicators while also paying attention to the performance of non-financial indicators.The performance management of commercial banks provides new ideas.At the same time,the research in this paper has also enriched the application and practice of the theory of balanced scorecards in rural commercial banks.This is the innovation point of this article.The main conclusions of this paper are:First,although the leaders and employees of D Rural Commercial Bank attach great importance to performance evaluation,there are four problems in the current performance evaluation that hinder the future development of banks:over-appraisal evaluation,lack of communication and feedback;excessive pursuit Financial indicators,lack of comprehensive consideration;excessive pursuit of operating capacity,did not consider the ability to innovate;excessive pursuit of immediate interests,performance evaluation from the development strategy.Second,according to the characteristics of D Rural Commercial Bank,this paper describes in detail the construction process of Balanced Scorecard.Firstly,decompose strategic objectives and draw strategic maps to clarify the framework of the Balanced Scorecard;secondly,combine the strategy map to select key indicators for the Balanced Scorecard;again,use the analytic hierarchy process and questionnaires to determine the four dimensions and the indicators.Weight;Finally,the implementation process of the Balanced Scorecard is introduced,and the points of attention in the implementation process are emphasized.These analyses provide new ideas for other similar local commercial banks to improve their performance evaluation system,and they have certain reference value and significance.Third,four safeguard measures were proposed from the Balanced Scorecard in the implementation process of D Rural Commercial Bank.Just building a relatively well-balanced scorecard does not mean that it can be successfully implemented.Therefore,this article proposes four safeguard measures,namely,the implementation process and the information system combined;strengthen training,improve understanding;strengthen communication feedback and achieve full participation;Establish a corresponding performance evaluation system.It provided a solid guarantee for the improvement of the performance of D Rural Commercial Bank’s later period. |
