Research On The Continued Promotion Of The Mutual Aid Pension Model In Rural Areas From The Perspective Of Active Aging

With the improvement of China’s urbanization level,more and more young people come to cities from rural areas,but their parents choose to stay in the countryside for various reasons,which makes the number of empty nesters and left-behind elderly people in rural China increase.How to solve the pension problem of these elderly people has become an urgent social issue to be solved.The model of mutual support for the aged is a good choice to relieve the pressure of pension implications in rural support.This model has the characteristics of making full use of the elderly human resources,low cost,strong operability,in line with Chinese traditional culture,and the national strategy of actively coping with the aging of population.In 2008,Fei Township,Handan City,Hebei Province,used idle school buildings to establish a "mutual aid happiness home ",and developed a very characteristic model of Fei Township.After that,civil affairs began to pilot and promote this model nationwide in 2012.However,after experiencing a wave of initial construction boom,the rural mutual aid happiness home gradually became cold and deserted.The fervor of the initial construction and the later cold formed a sharp contrast.In the eyes of some village cadres,the construction of rural mutual aid happiness home has become a necessary behavior for political achievements.And even in order to cope with the inspection,they temporarily arrange several elderly people to move in,that has made these happiness home become a decoration,and made the construction of rural mutual aid happiness home from "happiness project" to "face project".In addition,the elderly in the village are not optimistic about the newly-built mutual aid happiness home,believing that it can not solve the problem of supporting the elderly and are reluctant to move in.In the process of promotion,happiness mutual aid center has deviated from the principles of mutual aid service,mass participation,autonomy,voluntarism,self-protection and self-help.The builders ignoring and the participants distrust makes the effect of mutual aid pension model in rural areas is not ideal.What are the reasons for the unsatisfactory effect of mutual assistance pension model after its initial promotion in rural areas? Is it necessary and feasible to continue to promote mutual support for the aged in rural areas? How to let mutual assistance pension model be promoted better in the countryside is the research background and logical starting point of this paper.Through literature analysis,comparative analysis and comprehensive analysis,this paper studies the emergence and characteristics of rural mutual aid model for the aged,the initial promotion process and the status quo after promotion,analyzes the reasons for the unsatisfactory initial promotion effect,and then expounds the necessity and feasibility of the mutual support for the aged in rural areas.From the perspective of positive aging,suggestions are given to promote the mutual support model more effectively in rural areas from the aspects of the country,society and individuals.Through research,it is found that the main reason for the unsatisfactory promotion of mutual aid pension mode is blind promotion and copying mechanically.In addition,there are also problems in supervision,publicity,capital,team building and model system.In view of the problems found,this paper proposes countermeasures and suggestions from the aspect of the state,society and individuals.It is hoped that the mutual assistance pension model can be promoted more effectively and widely in rural areas of China and provide an additional choice for the elderly in old-age security.
