| As China’s economic development enters a new normal,and economic development is gradually shifting to high-quality development.Innovation is the only way to high-quality development.How to accelerate the construction of an innovative country,strengthen innovation driving force,and improve regional innovation efficiency has become important Proposition.It is worth noting that with the rapid development of information and communication technology(ICT),the new generation of ICT such as industrial Internet,big data,artificial intelligence,and 5G have been deeply integrated into the economy and society,profoundly changing production and lifestyles,and releasing relatively Big digital dividend.In recent years,China has always attached great importance to the development and application of ICT,continued to promote the development strategy of a new generation of information and communication technology,and gave full play to the advantages and effectiveness of information and communication technology.Then,whether ICT can improve the efficiency of regional innovation is a question worthy of attention.This article focuses on how ICT affects regional innovation efficiency and examines the direct and indirect effects of ICT on regional innovation eff ciency.First,sort out the related concepts of ICT and regional innovation efficiency,and build an indicator system for ICT comprehensive development from the four dimensions of ICT industry level,ICT application level,ICT infrastructure construction level,and ICT developmen t environment,based on panel data of 30 provinces from 2009 to 2019,to measure the comprehensive development level of ICT and the level of regional innovation efficiency and analyze the results.Secondly,analyze the direct effect mechanism of ICT on regional innovation efficiency from the overall impact of ICT on regional innovation efficiency,regional differences and the heterogeneity of innovation subjects,and expound the effect of ICT on regional innovation efficiency from the three perspectives of human capital level,financial development level and industrial upgrading level.Indirect mechanism of action.Third,the fixed effects panel model,the mediation effect model,and the two-stage least squares model are used to empirically test the direct and indirect effects of ICT on regional innovation efficiency,and analyze and summarize the empirical results.Finally,combined with the results of empirical analysis,this paper proposes countermeasures and suggestions to improve the efficiency of regional innovation from the government level,the regional level,and the level of innovation entities,so as to better release the ICT innovation spillover dividend. |
