Research On The Evolution And Governance Of Entrepreneurial Ecosystem In The Context Of Digital Economy

Since the slogan "Mass Entrepreneurship,Mass Innovation" was raised,China has seen a strong atmosphere of entrepreneurial activity and rising enthusiasm among entrepreneurs.The state has placed increasing emphasis on optimising the entrepreneurial ecosystem,and local governments have issued policy support documents to promote the development of the entrepreneurial ecosystem.Beijing,Shanghai,Hangzhou and other economically developed regions are giving high priority to innovation and entrepreneurial activities,and entrepreneurial capabilities and levels are increasing.Entrepreneurial ecosystems are an important habitat for the growth and development of entrepreneurial ventures,and in recent years,many scholars have gradually increased their attention to the study of entrepreneurial ecosystems.The entrepreneurial ecosystem is an important factor in the sustained growth of entrepreneurial activity and is a new research framework in the field of entrepreneurship management research,which plays a crucial role in helping regional economic growth.Therefore,increased research on entrepreneurial ecosystems is both a focus of academic attention and one of the means to address entrepreneurial practices.At present,research on entrepreneurial ecosystems has made some progress in terms of conceptual definition,characterisation and functions of participants,but there is still much room for research on the typology,evolution and governance of entrepreneurial ecosystems.In addition,with the advent of the digital economy and the emergence of mobile internet,big data,artificial intelligence and digital technologies,more and more scholars have focused on the role of the concept of "digital" in the entrepreneurial ecosystem.Through literature review,evolutionary game method and case study,this paper firstly introduces the reality of domestic entrepreneurial ecosystems,identifies the concepts,components and functions of entrepreneurial ecosystems,and classifies the theoretical types of entrepreneurial ecosystems with entrepreneurial enterprises as the core in China,namely: low government involvement and low digital participation entrepreneurial ecosystems,low government involvement and high digitalization entrepreneurial ecosystems,high government involvement and low digitalization entrepreneurial ecosystems,and high government involvement and high digitalization entrepreneurial ecosystems.These four types correspond to the Hangzhou Yinjiang Incubator,Zhongguancun Science and Technology Park and Shaanxi Qinchuang Yuan,Shenzhen Huaqiangbei and Hangzhou Yunqi Town in China’s entrepreneurial practice.Secondly,the theoretical basis of the evolution of the entrepreneurial ecosystem is elaborated on the basis of the typology,and the evolutionary game approach is applied to construct a model of the evolutionary mechanism of the entrepreneurial ecosystem,with government departments,incubators and entrepreneurial enterprises as the three game subjects.Again,based on the life cycle theory,a governance model is constructed to match the evolutionary stages,and a multi-stage entrepreneurial ecosystem governance model and governance mechanisms are proposed: the section governance model in the formation stage,with governance mechanisms of control and contractual governance mechanisms respectively;the collaborative governance model in the stabilisation stage,with governance mechanisms of relational governance and network governance mechanisms;and the digital governance model in the reinvention stage,with The governance mechanisms are value governance mechanism and self-organizational governance mechanism.Finally,the optimization path of digital entrepreneurship ecosystem is proposed,and then the future research outlook is proposed.The findings of this article can enrich the research in the field of entrepreneurial ecosystems,provide reference for subsequent research on the classification,evolution and governance of entrepreneurial ecosystems,provide practical guidance for the construction and system optimisation of entrepreneurial ecosystems in China,and have practical significance for the improvement of innovation and entrepreneurship in entrepreneurial enterprises and the entire entrepreneurial ecosystem.
