The Dilemma And Outlet Of The Innovation Of Agricultural Management System

As a large agricultural country,agriculture has always been the focus of attention in China.In the central No.1 document and the party's report for more than ten years,agricultural problems have been mentioned,for example,in the No.1 document of the Party Central Committee in 2013 and the eighteen major reports,we have proposed to make innovations in the rural management system and build a four-way management system,namely,specialization,socialization,group weaving and intensification.In the nineteen major reports,it is necessary to promote the modernization of agricultural production,operation and industrial system in order to promote rural development.In 2018,the central No.1 document suggested that the agricultural supply side refonn should be promoted,the quality and the green as the main breakthrough,promoting the revitalization of the countryside and the prosperity of the industry,so as to build a modern industrial system of production and operation.From all previous central documents,we can see that the production and operation system of innovative agriculture is extremely important.The author first analyzes and summarizes the methods,organization,main body and system innovation of agricultural management in China by means of literature analysis,and then analyzes and summarizes the development history and development characteristics of China's rural management system.This paper also analyzes the current rural management system and its existing problems from the perspective of finance,especially the financial analysis of the main body of agricultural management,and takes Jiuyuan district of Baotou as an example to analyze its obstacles to the absaice of agricultural financial services and the financing difficulties of agricultural management subjects in the course of its development,and puts forward the ways to promote financing,Encourage the innovation of the financing mode of agricultural management subject and so on,so as to obtain the empirical analysis conclusion which is more consistent with the theoretical analysis.On the basis of theoretical and empirical research,this paper summarizes five suggestions to promote the reform of agricultural production and management system.First,protect the rights and interests and uphold the rights and interests of farmers' land contract management.Secondly,seize the key,promote optimal allocation of rural land resources.Third,be brave in innovation and develop the direction of intensive development.Fourth,improve the main body,promote the main service and operation of agricultural production;fifth,policy guarantee,and strengthen policy construction.
