In recent years,the international situation is grim.China continues to attach importance to R&D investment and hopes for breakthroughs in R&D of key technologies and products to solve the problem of "being controlled by others" and realize the national development strategy.The continuous diversification of market demand and the emergence of new technologies and new business models have led to rapid product iteration,intensified enterprise competition,and higher requirements for R&D project management.In particular,small and medium-sized enterprises are always faced with the problem of development and even survival.Successful R&D projects are a powerful guarantee to face challenges.However,most R&D projects operate in the parallel environment of multiple projects,and there are complex correlations among multiple R&D projects.In this context,how to evaluate the development portfolio of multiple R&D projects,identify the feasible development portfolio of multiple R&D projects,provide basis for decision makers to make portfolio decisions,ensure the R&D effect,and improve the output of R&D projects is an urgent problem for T Company and similar enterprises to solve.Based on the theory of multi-R&D project management and project portfolio management,this paper analyzes the problems in the development process of multi-R&D projects in T company.From the perspective of the frequent overtime work of the company’s R&D personnel but the poor R&D effect of the project,through data collection and statistical analysis,it is found that the main reasons for the poor completion of the R&D project are technical restrictions and other project insertion.According to the core idea of integrated product development and project portfolio management,it is necessary to conduct research on the evaluation of multiple R&D project development portfolio,provide the company with appropriate evaluation process,select corresponding evaluation methods,and form the evaluation scheme of multiple R&D project development portfolio.The evaluation scheme can output the priority ranking of multiple R&D projects and the results of project portfolio optimization,providing a basis for project portfolio decision-making.Therefore,based on the analysis of the relevant theoretical literature and research progress of R&D project management and project portfolio management,this paper has carried out the scheme research and implementation verification in combination with the characteristics of T company’s industry and R&D projects.First,analyze and evaluate the R&D projects under implementation and planned implementation to obtain the initial project portfolio.Then the balanced scorecard is used to establish the evaluation index system of R&D projects,and the weight of each index is determined by using the analytic hierarchy process.Then,the fuzzy comprehensive evaluation method is used to evaluate and prioritize the multiple R&D projects of T Company through the scoring of 10 experts.Then,through collecting and analyzing project data,interviewing major project members,and using the design structure matrix as a tool,from the perspective of technology,resources and income related to R&D projects,analyze and count the correlation between multiple R&D projects of T Company,and adjust the priority of R&D projects.Finally,the development portfolio of multiple R&D projects is optimized according to the resource ceiling.This study provides T company with a set of multiple R&D project development portfolio evaluation scheme based on fuzzy comprehensive evaluation considering the relevance of various R&D projects,which can provide the basis for the company’s final portfolio decision and be used for the development screening and portfolio management of multiple R&D projects.It can allocate resources according to the priority of project development within the development portfolio of multiple R&D projects,improve the effect of multiple R&D projects,and provide reference for small and medium-sized enterprises of similar scale or similar situation.
