As an important part of the soft power of a country or region’s economic development,intellectual property protection level plays an important role in China’s gradual realization of a new pattern of national opening-up led by intellectual property strategy.At the same time,the value creation capability of the service industry is becoming more and more remarkable.China is taking concrete actions to inject new momentum into the development of the service industry on the new journey of high-quality development.In the new development stage,intellectual property rights,as a core element to achieve high-quality development,are of great significance to improve the export competitiveness of the service industry.Therefore,this paper takes China’s service industry as the research object to explore the impact of intellectual property protection level on the export competitiveness of China’s service industry,in order to supplement the research in this field and provide reference for promoting the export of service industry by using intellectual property protection.This paper reviews the existing literature at home and abroad,clarifies the measurement methods of intellectual property protection level and service industry export competitiveness,sorts out the research on the influence of intellectual property protection level and the research on the influencing factors of service industry export competitiveness,and makes a factual analysis of China’s intellectual property protection and service industry export.At the same time,it also explores the mechanism of how the level of intellectual property protection affects the export competitiveness of service industry.In terms of empirical evidence,this paper selects panel data of 10 service industries in China from 2003-2018 as samples and constructs a fixed-effects model for benchmark regressions to initially verify the existence of a significant positive relationship between the level of intellectual property protection and China’s service industry export competitiveness.Three methods of replacing explanatory variables,deleting special samples and GMM regression were adopted to conduct robustness test.Instrumental variable method was used to conduct endogeneity test.Combined with the analysis of the mechanism of action,institutional variables were introduced to conduct mechanism test for independent innovation,import,foreign investment and transaction costs respectively.The heterogeneous effects of intellectual property protection on export competitiveness of China’s service industry are discussed from two aspects:the development level of importing country(region)and industry knowledge intensity.According to the research conclusions,relevant policy suggestions are put forward.The findings of this paper show that(1)the actual level of IPR protection in China is still at a relatively low level.In recent years,China has continued to improve its domestic IPR-related laws,and the intensity of legislation has increased,especially before 2010,and has remained at a high level since then;in contrast,the intensity of enforcement remains at a low level,which limits the actual level of IPR protection.At the industry level,technology and capital-intensive industries are significantly more affected by the level of IP protection than labour-intensive industries.(2)The results of the benchmark regression and robustness tests indicate that the level of IP protection in the industry has a significant positive impact on the export competitiveness of the service sector.There is also a certain lag in the impact on the export competitiveness of the service sector,suggesting to a certain extent that it takes time for the promotional effect of strengthening IPR protection to emerge.(3)The results of the heterogeneity analysis by importing country(region)show that IPR protection has a greater impact on China’s service industry export competitiveness in developed importing countries than in developing importing countries;the results of the heterogeneity analysis by industry knowledge intensity show that IPR protection can significantly promote the export competitiveness of knowledge-intensive service industries.(4)The results of the mechanism test show that the level of IPR protection in the industry can improve the export competitiveness of the service industry through three channels of positive influence:independent innovation,imitation introduction and institutional environment.
