Research On The Development Dilemma And Countermeasures Of Rural Home Care Service In The Context Of Rural Revitalization

The No.1 document issued by the Central Committee of the Communist Party of China and the State Council in the past two years continues to focus on the revitalization of the countryside and clearly proposes to strengthen the attention to the elderly.At the present stage,the aging process of China’s rural population is accelerating,and the traditional family pension cannot bear the pressure of pension,so the new rural home pension has become a new way to solve the rural pension problem.This kind of pension method,which relies on rural families and provides professional services to the elderly through third parties such as pension institutions,can effectively alleviate the pressure of rural pension.In the context of rural revitalization,how to promote rural home care service has become an important issue.Through the summary of relevant literature and theoretical research,this thesis conducts an empirical study in rural areas of Kaihua County,Quzhou City.After collecting526 valid questionnaires,interviewing rural elderly people and visiting elderly care places,we find that the current situation of rural home care services in Kaihua County is poor,with insufficient facilities and equipment,lack of financial guarantee,poor service quality,single service content,difficulty in meeting diversified needs and The problems of insufficient facilities and equipment,lack of financial guarantee,poor service quality,single service content,difficulty in meeting diversified needs and low enthusiasm for participation.Through further analysis,the underlying reasons include: improper management of funds for the operation of home care services and lack of multiparty collaboration mechanism;lack of human resources and low level of wisdom;inadequate publicity and low credibility of the government.Based on the real dilemma faced by rural elderly service in Kaihua County,three countermeasures are proposed:first,the government should give full play to its leading role to optimize the rural elderly security system,specifically in three points,improve relevant and regulations,build rural home elderly service system,optimize the service purchase mechanism,coordinate the planning of rural home elderly service,scientifically carry out pilot programs,and summarize rural home elderly service Secondly,social participation requires cultivation of diversified social entities,which is divided into three points:promoting the normalization of voluntary services,improving the quality of rural home care services,building a high-level talent team,promoting intelligent rural home care services,improving the evaluation mechanism of rural home care services,and broadening the feedback channels of rural home care services;thirdly,rural grassroots organizations need to play a bridging role,and the specific measures are Two points,party and group organizations to create a filial rural civilization,establish the correct concept of home care service,strengthen the grassroots management of rural home care service,and improve the grassroots supervision mechanism.
