Research On The Influence Of Innovative Industrial Clusters On Regional Innovation Ability

The Sixth Plenary Session of the 19th CPC Central Committee proposed that improving the national innovation system and adhering to scientific and technological independence and self-reliance are important strategic supports for China’s development and construction.As an important grasp of scientific and technological innovation,the national innovative industrial cluster has made important contributions to industrial upgrading and scientific and technological innovation in the past decade,and its support effect for strategic emerging industries has become increasingly obvious.In order to seize the development opportunity of the world scientific and technological competition,China has placed independent innovation at the core of the overall national development situation,and improving regional innovation ability has also become an important topic for local governments.Therefore,it is necessary for us to carefully investigate whether innovative industrial clusters have a significant promoting effect on regional innovation,so as to provide useful references for further promoting the development and construction of innovative industrial clusters.Based on the economic and social statistical data of 31 provinces in China,this paper first analyzes the pilot and cultivation of innovative industrial cluster policies,and makes a case study on the innovation mode of Suzhou biomedical innovative industrial cluster,taking 61 "national innovative industrial cluster" pilots nationwide from 2013 to 2017 as samples;After that,the Difference-in-Differences with Multiple Time Periods(DIDM)method was used to empirically test the impact of national innovative industrial clusters on the innovation ability of the province.Further,the Mediation effect model was used to verify that innovative industrial clusters mainly achieve the improvement of regional innovation level through the path of industry-university-research collaboration.The research of this paper finds that the national innovative industrial cluster has a significant effect on the regional innovation ability,and this result has passed the parallel trend test and the robust test.At the same time,there is obvious regional and industrial heterogeneity in the impact of innovative industrial clusters on innovation ability.The eastern region is significantly higher than the central,Western and northeast regions,and the western region is accelerating the pace of innovation development;Compared with other industrial themes,national innovative industrial clusters have a more obvious impact on Regional Innovation in the fields of artificial intelligence,biomedicine and new materials.And industry-university-research collaboration can be used as a path to enhance the level of regional innovation.Finally,based on the current situation analysis,case studies and empirical tests,this paper puts forward relevant policy recommendations.
