Research On The Comprehensive Effectiveness Evaluation Of Land Remediation In Beihai City Under The New Development Concep

In order to make reasonable use of land and ensure the red line of 1.8 billion acres of arable land,China has taken land consolidation as an important means to transform land use methods and strengthen land management.However,in practice,the acceptance of land remediation projects is relatively simple,usually based on a single engineering technical parameter or agricultural data as the standard,ignoring the comprehensive benefits of ecological,production,and life associated with land remediation,greatly restricting the high-quality development of land.The new requirements put forward by the new situation for land remediation and the evaluation of whether the effectiveness of land remediation meets the requirements of the new development concept have become important topics in land remediation research,solving the "three rural" problems,ensuring food security,and maintaining high-quality development of agricultural ecology.Studying whether the comprehensive effectiveness of land consolidation in typical representative regions meets the requirements of new development situations and converting qualitative issues into quantitative results can help to better understand the true performance of the comprehensive level of land consolidation in the region.Based on this result,adjust the land remediation goals in the region,optimize land remediation measures,and provide reference and reference significance for land remediation in other regions.On the basis of sustainable development and systematic concepts,combined with expert opinions and relevant literature,the article selects 5 primary indicators and 20 secondary indicators for innovative development,coordinated development,green development,open development,and shared development to construct an evaluation index system,and calculates the comprehensive effectiveness level of land remediation in Beihai City under the new development concept.Based on the data of all completed land remediation projects in Beihai City from 2016 to 2020,the Analytic Hierarchy Process was used to determine the weight impact of each indicator on the overall evaluation.Finally,the fuzzy comprehensive evaluation method was used to obtain the comprehensive effectiveness level of land remediation.Analyze the comprehensive effectiveness and various indicator levels of land remediation in the target area through evaluation results.The research results show:(1)The comprehensive effectiveness level of land remediation in this round of Beihai City is "excellent",indicating that the comprehensive effectiveness of land remediation in this round of Beihai City is significant and has achieved good results.(2)Among the five first level indicators,the evaluation of"innovative development","green development","open development",and "shared development" is all rated as "excellent",while the evaluation of "coordinated development" is rated as "medium".The reason for the shortage is due to the high investment of the project unit and the low land reclamation rate,which reflects the insufficient attention paid to the reuse of the original land in this round of land consolidation.(3)Among the 20 secondary indicators,8 are rated as "excellent",8 are rated as "good",1 is rated as "medium",1 is rated as "pass",and 2 is rated as "poor".Based on the analysis of the comprehensive evaluation results of land consolidation in Beihai City,it is proposed to continuously strengthen the construction of characteristic industries,scientifically cultivate farmland,vigorously develop projects such as high standard farmland construction,optimize land consolidation functions,gradually improve local agricultural production conditions,and actively mobilize public participation.Under the premise of handling the relationship between local residents’ production,life,and ecology,actively focusing on the goal of high-quality development and construction,through scientific management methods,restructuring the layout of land remediation,reducing consumption in investment,and increasing measures such as land reclamation and farnland protection.In land consolidation,in addition to pursuing production development,it is also necessary to revitalize inventory land,handle the relationship between life and ecology,further reduce investment costs,and promote the rational and intensive development of land resources.
