At the beginning of the 14th Five-Year Plan,major steps have been taken in the construction of national defense and the armed forces,and a large amount of defense expenditure has been invested in major projects and key projects.As a result,military projects have entered a stage of rapid development.The dynamic market environment has brought opportunities and challenges to military enterprises.If relevant enterprises can follow the development trend,complete the research and development of a large number of new projects to meet the needs of national defense forces,enterprises can enjoy the rapid development of policy dividends;If the company cannot adapt to the rapid growth of the number of projects,it will affect its reputation due to too many project delays.On the other hand,innovation and development with only a small number of projects will be gradually eliminated by other new fields that are not involved.Therefore,how to deal with the surge in the number of projects has become the priority among priorities for the development of military enterprises.This paper mainly studies the construction of organization-level project management system in Company X to solve the above difficulties it faces in the development process of military industry.Through the theoretical research of organization-level project management system,the paper focuses on the project management office(PMO)system construction suitable for improving the management status of Company X and the evaluation and improvement of the existing management model by organization-level project management maturity model(OPM3).The development of enterprises cannot do without appropriate management mode.With the increasing attention to organization-level project management worldwide,the construction of PMO system and the application of OPM3 have become important management means to assist the development of enterprises.They can not only effectively improve the performance of enterprises,but also bring sustainable and healthy development of enterprises.After continuous iteration and growth in the global scope,the organization-level project management system has gradually matured,and the related PMO and OPM3 have subsequently developed into the management organization and evaluation system that most existing enterprises have.Their role has gradually changed from simple process optimization and management evaluation to helping the company realize the strategy as the goal.Continuously assist in the successful operation of internal projects.This paper adopts the method of combining theory with practice,analyzes the management status quo and main pain points of Company X,points out the basic function and working mode of PMO,the characteristics of OPM3 and how to use its characteristics in the project,as well as the necessity of establishing an organizationlevel project management system in the military enterprise represented by Company X.By analyzing the existing management system of Company X,this paper tries to establish an organization-level project management system for Company X based on the existing management system and combining the PMO system with OPM3.In the process of establishment,the management process can be continuously optimized,the management mode can be refined,and the management ability can be improved.It is hoped to prove that the construction of this organization-level project management system can be used to solve the existing problems of Company X,improve its resource pooling ability and reduce its management risks.Finally,it is concluded that the establishment and application of organization-level project management system based on PMO and OPM3 can effectively improve the project management status of Company X. |
