The civil servants are an important national human resources component of the tax system is very important position in the local tax Bureau to strengthen its management is especially necessary,and the civil servants performance appraisal is the core function of the civil service management.The performance appraisal of civil servants has been a Human Resources Department in a major and difficult work, although the current civil service examination from the "ethics" and "ability"," diligent","accomplishments","lim" five integrated assessment but still there are the more obviouslcheaper " subjective arbitrary and fuzzy issues too,the work of the special nature of the civil servant,adding to its more accurate assessment difficult, therefore,only to the scientific techniques and methods of evaluation of the guidance, perfect evaluation system,and with the actual conditions in the civil servants can be reached with the actual scientific results of evaluation and guidance as the basis for improving the performance of civil servants,just,fair and objective knowledge, personnel.This paper places in the basic of Local tax bureau of Ganzhou City civil servants system and the performance evaluation of the operation of the status quo and problems on the basis of the analysis of the survey,from corporate staff performance evaluation techniques and methodologies the actual combination of such civil servants,application of modern human resource management theory and empirical analysis to combine with the theoretical analysis,qualitative and quantitative analysis of the combination method,the civil servants performance appraisal content and features of the civil servants performance appraisal system structure and the technical methods of the system's theoretical research and empirical analysis,thus raised Ganzhou City local tax bureau civil service performance appraisal system IRD tectonic model for such sub-category civil servant posts at the rank of a performance appraisal,at the same time,the papers also the difficulties and shortcomings of system was analyzed,and the corresponding measures and suggestions.
