Consumption is the final demand.It is a key link and an important engine for unclogging the great domestic circulation.It provides lasting impetus to the economy and is crucial to ensuring and improving people’s wellbeing.For sustained releasing consumption potential,promote consumption continues to recover,after the merger,market regulators should give full play to the function,improve the government efficiency,clear channels of handling of complaints and reports,enhance the level of service and supervision,in accordance with the law and dispute resolution according to regulation and create a more optimal consumption environment,establish and improve the consumers’ rights and interests protection mechanism.In this paper,the efficiency improvement of Qinghai 12315 after the "five lines integration" is taken as the research object.By analyzing the relevant data and typical cases of the complaint handling work of Qinghai 12315 during the five years from2017 to 2021,it is found that there are some problems in the function integration and operation of the market supervision department.Put forward the countermeasures and suggestions to improve the quality and efficiency of Qinghai 12315 complaint and report handling work,in order to effectively protect the legitimate rights and interests of consumers and operators.The research of this paper is mainly divided into the following seven parts: The first part is the introduction,which briefly introduces the research background and significance of improving the efficiency of Qinghai 12315 after the "five lines integration";Review of related research at home and abroad;The research ideas and methods of this paper.The second part is an overview of the basic concepts and related theories,explaining the connotation of the core concepts of consumer rights and interests,consumer rights protection,complaints and reporting treatment,and the basic contents of the new public service theory and the government supervision theory.The third part compares and analyzes the relevant situation of Qinghai 12315 complaint and report handling before and after the "five lines integration",mainly combing in detail from the aspects of platform function improvement,personnel structure optimization,laws and regulations integration,smooth complaint receiving process,and increase in the number of wiring.The fourth part finds out the main problems through comparative analysis and in-depth interview,and analyzes the reasons from the main body,system,implementation and technology.The fifth part,by referring to the typical experience and practices of Shanghai,Zhejiang,Fujian and other developed areas in China,puts forward some suggestions and countermeasures to improve the efficiency of Qinghai 12315 from four aspects:improving its own quality,perfecting the work system,optimizing the application of science and technology,perfecting the system and mechanism according to local conditions.The seventh part is the conclusion and prospect.This paper sorts and analyses the data of complaint handling of Qinghai 12315 in recent five years after the "five lines integration",the interview method is used to conduct in-depth communication.Drawing lessons from the eastern developed regions such as Shanghai,Zhejiang and Fujian province as typical,based on the Qinghai province location,wide area,big working radius,multi-ethnic community and the population density is small and so on.This research puts forward 11 measures,such as strengthening propaganda guidance,strengthening the institutional guarantee and standardize the procedures of law enforcement and so on.It will have certain reference value and significance for other administrative departments in Qinghai province to improve their work efficiency.
