Quantitative Study Of Policy Texts In The Field Of Artificial Intelligence In China

The application of artificial intelligence(AI)technology is crucial to enhance innovation and development power.New Technologies such as AI technology,Internet application,big data application and Internet of things are developing rapidly,5G Communications,smart enterprises,smart cities are changing the way people work and live.The central and local governments have formulated many policies in the field of artificial intelligence for this purpose,and it is of great significance to analyze and study these policy documents.This article through the field of artificial intelligence policy collection and collation,64 policy texts are selected by collecting and arranging the policies in the field of artificial intelligence in China.Firstly,the time of policy making,the main body of policy making,the type of text and the degree of text relevance are analyzed.Then we construct a two-dimensional analysis framework with policy tools as x dimension and one,two and three industries as y dimension.Finally,we use text mining technology to extract high-frequency policy words and topics,and compare central and local cloud maps to analyze the trend and direction of artificial intelligence in China.Based on the above research,the following conclusions are drawn: First,there are more individual and less joint policy publications in the field of artificial intelligence;second,the policies are mostly plans,plans and opinions,and there may be no way to implement the situation;Third,there are more supply and environmental policy tools,less demand tools,and strategic measures account for the largest share of environmental tools,while demand tools are dominated by government procurement,moreover,only the primary industry in the three major industries has used all the policy tools;fourthly,when formulating policies in the field of artificial intelligence,Hebei province,Jiangxi Province and Chongqing Municipality did not consider the technical level,and the central policy played the role of guidance and leadership,according to the requirements of the central government,the policies of each province and municipality should be combined with their own characteristics to formulate corresponding AI policies.In this regard,the following suggestions are put forward: First,to strengthen communication and communication between the departments concerned and work together to formulate relevant policies;second,to strengthen the rational use of policy tools and further strengthen the integration of artificial intelligence and the three industries;third,we will further improve relevant laws and regulations in the field of artificial intelligence,step up the formulation of policies such as measures,plans and guidelines,and standardize industrial standards.Fourth,provinces and municipalities should continue to focus on the three major industries,we will pay more attention to capital investment,personnel training and data sharing to ensure that the policies and regulations are in line with the local reality and Kalanchoe pinnata smoothly.
