| CHINA COSCO SHIPPING GROUP’s multimodal transport product“China-Europe Railway Express” opened up a brand-new China-Europe logistics channel. This paper is based on the key subject of the Ministry of Science and Technology named “Technology Boosts the Economy 2020”,with COSCO Shipping’s multimodal transport product “China-Europe Railway Express” as the main research object, and aims to study route decisions when emergencies occur in the logistics network. This paper first analyzes the related concepts of container multimodal transportation, defines some of the industry’s relatively vague problems or problems that may be misunderstood in the model, and studies the emergency situation and empty container handling issues in multimodal transportation. It also analyzes the participants of the “China-Europe Railway Express”,business processes, document flow, information flow, and container flow. Then, the complex real-world problems are abstracted into mathematical models, and the deterministic factor emergency transportation route selection problem model is first established, which provides a factordetermined emergency route decision method for multimodal transport operators.Later, the robust optimization theory is introduced on the basis of the deterministic factor model, and a model of the emergency transportation route selection problem with uncertain factors is established, which provides decision makers with a robust path decision scheme in the case of known scenario probability distribution. Finally, the paper takes the simplified version of the “China-Europe Railway Express” with 8 destination stations,3 seaports,3 service points, and 2 empty container yards as an example. The optimization results of nonemergency situations are compared with the results of three emergency situations and robust optimization models to verify the effectiveness and practicability of the model. |
