The rural revitalisation strategy is an inevitable choice for solving the problems of unbalanced urban and rural development,inadequate agricultural and rural development and the major social contradictions of the new era in China,and narrowing the income gap between urban and rural residents is one of the key concerns of fiscal policy during the 14th Five-Year Plan period.Although the relative income gap between urban and rural residents has been gradually narrowing in recent years through the synergistic effects of various agricultural policies in the areas of"precise poverty alleviation","urbanisation" and "integrated urban-rural development",the absolute income gap between urban and rural residents has been decreasing in recent years.In the current context of comprehensively promoting the rural revitalization strategy,fiscal policies should break through the previous focus,be based on the new development stage,guide the new development of the "three rural areas"with the new development concept,and integrate into the new development pattern of domestic and foreign dual cycle,so as to precisely implement measures to narrow the income gap between urban and rural residents.Firstly,this paper analyzes the current situation of income disparity between urban and rural residents in Inner Mongolia from two aspects:Inner Mongolia itself and its comparison with the whole country and western regions,with the background of rural revitalization,and based on the theory of dualistic economic structure and income distribution theory.The empirical results show that the increase in the share of primary industry,the level of urbanization,the share of investment in agricultural fixed assets,and the cultural and educational level of urban and rural residents are conducive to narrowing the income gap between urban and rural residents,and further analysis reveals that the share of investment in agricultural fixed assets has no significant effect on narrowing the income gap between urban and rural residents in the long run,while the fiscal expenditure on people’s livelihood will narrow the income gap between urban and rural residents in the short term.Fiscal expenditure has the least impact.Thirdly,this paper analyses the causes of the income gap between urban and rural residents in Inner Mongolia in terms of financial investment in basic public services and infrastructure in urban and rural areas,support for the integrated development of urban and rural primary,secondary and tertiary industries,support for the digital development of agriculture,financial policies to support new agricultural business entities,financial support policies for farmers,and synergy between financial policies themselves and financial policies,and accordingly proposes to make up for the shortcomings in rural public services and infrastructure,strengthen the The paper also proposes fiscal policy recommendations to fill the shortcomings of rural public services and infrastructure,strengthen support for the integration of urban and rural industries,increase support for digital agriculture,strengthen support for new agricultural operators,improve fiscal support policies for farmers,and optimize the synergy between fiscal policy itself and financial policies.The innovation of this article lies in its focus on the new stage of development and the study of how fiscal policies can be implemented to narrow the income gap between urban and rural residents at a new starting point in the new era.Firstly,fiscal policies focus on the transformation of industrial development models.To narrow the income gap between urban and rural residents under the new development pattern,we should focus on the integration of urban and rural areas,build a digital agriculture security system,strengthen the cultivation of new agricultural operators,change from "blood transfusion" support to "hematopoietic"industry support,and change the support for the development of a single agriculture and animal husbandry to promote the integrated development of primary,secondary and tertiary industries;Secondly,fiscal policies focus on promoting urban-rural integration and development.In the new stage of development,the boundary between farmers and urban citizens should be broken through the cultivation of new farmers and the support of policies to transfer rural labor force;Thirdly,fiscal policies focus on improving the welfare level of farmers.Based on the new development concept of urban and rural equality,sharing and common prosperity,the integration of urban and rural public services will be realized by making up for the shortcomings of rural public services and infrastructure through key financial investment.
