In 2021,the state issued the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting High Quality Development in the Central and Western Regions in the New Era",which explicitly proposed the cultivation and development of urban agglomerations in the central and western regions.Against the backdrop of the implementation of policies in this document,the Shanxi Provincial Party Committee and Provincial Government seized the opportunity,starting from the perspective of long-term development of Shanxi Province,with the goal of promoting high-quality and coordinated development of regional economy,and clearly proposed to vigorously promote the integrated development of the Taixin economy in the central urban agglomeration of Shanxi.The Taixin Integrated Economic Zone(Taiyuan District)actively implements the decisions of the provincial party committee and government,actively promotes the construction of the integrated economic zone,and actively initiates land reserve work according to the needs of project construction.Land reserve is an important guarantee for regional economic integration.Therefore,in the construction and promotion of the Taixin Integrated Economic Zone(Taiyuan District),it is crucial to clarify the issue of land reserve,which is an important foundation and guarantee for the development of regional economic integration.This study adopts the literature research method and on-site investigation method,following the basic idea of "literature analysis-theoretical analysis-problem analysis-cause analysis-countermeasures and suggestions",combined with the actual situation of land reserve work in the Taiyuan Xin Integrated Economic Zone(Taiyuan District),and takes the land reserve problem in the Taiyuan Xin Integrated Economic Zone(Taiyuan District)as the research object.From the perspective of the matching degree of institutional functions and responsibilities,the precision of fund management A systematic analysis and discussion were conducted on the operational process of land reserve from the perspectives of certainty in the operation process and completeness of legal preparation.Based on the actual situation of the economic zone,the problems and reasons in the land reserve process were analyzed.The study found that the main problems in the land reserve of the Taiyuan Xin Integrated Economic Zone(Taiyuan District)include the mismatch between the functional positioning of the land reserve institution and the actual responsibilities,and the low precision of land collection and storage fund management The process of land collection and storage is highly arbitrary,and the relevant legal system for land reserves is not sound;The main reasons behind the problem are unreasonable administrative structure and division of powers and responsibilities,difficulty in estimating the demand for land collection and storage funds,low attention paid to the operational process of land collection and storage,and unclear legal status of land reserve related systems;Finally,targeted measures were proposed to improve the land reserve in the Taiyuan Xin Integrated Economic Zone(Taiyuan District),including improving the standardization of land reserve institutions in fulfilling their business functions,optimizing the management of land collection and storage funds,achieving standardized operation of land collection and storage links,and accelerating the construction of a legal system for land reserve.In the context of rapid development of regional economic integration,the analysis and research in this article can provide corresponding reference and reference for the operation of land reserve in regional economic integration in China.
