Study On Land Reserve Problems And Countermeasures Of Suzhou Industrial Park

Land reserve means that the government regains the land use right of the reserved land by means of expropriation,repurchase and acquisition,carries on the unified reserve,and resupplies the land to the market at the appropriate time.Land reserve first appeared in the Netherlands,and then extended to Europe,America and East Asia.After more than 20 years of development,land reserve has been widely used throughout China.Suzhou Industrial Park is a flagship project of cooperation between the governments of China and Singapore.Through land reserve,it has realized a virtuous cycle of land resources recovery,management and supply.It is playing a key role in maintaining the stable development of local land market,implementing the orientation of urban planning and industrial layout,and enabling local governments to realize the scientific supply and efficient utilization of land resources.This paper introduces the background and operation mode of land reserve in China by means of literature analysis,interview and comparative analysis.Combining with the land development and land reserve situation in Suzhou Industrial Park,it points out that land reserve plays an active role in the transformation of old cities,industrial upgrading,economic development and maintaining the stability of land market.This paper sums up the problems existing in the function orientation of land reserve institutions,the management method of land reserve fund,the process of land collection and storage,and makes in-depth analysis,puts forward countermeasures and suggestions for improving the land reserve of Suzhou Industrial Park,in order that the local government can better integrate the land resources of Suzhou Industrial Park and improve the level of land use through scientific land reserve.
