| As a key livelihood project,public rental housing has effectively solved the housing difficulties of urban low-income,middle-income and low-income families in recent years,alleviated the housing pressure of newly employed workers and migrant workers,improved the living conditions and living environment of people with housing difficulties,played a certain transitional role in making house prices slower.At the same time,public rental housing is mostly built or managed by the government,which is more safe and secure than private rental housing.The post-management of public rental housing affects the living experience and safety efficiency.The post-management of public rental housing in L District of Changzhi City is mainly carried out based on relevant documents such as the “Notice on the Issuance of Six Measures for the Management of Affordable Housing Construction in Shanxi Province” and the “Management Measures for Public Rental Housing in Changzhi City”.They update the admission conditions for public rental housing every year and have promoted the operation of the public rental housing information system in recent years.It has established paper and electronic archives of public rental households,a special property company is responsible for property management in the community,and a tenant active exit mechanism has been established.The infrastructure in and around the community is also constantly improving,and community activities are gradually enriched.However,the emergence of some problems has become a difficult problem in the post-management of public rental housing,which has hindered the management efficiency of the policy to a certain extent.Only by solving these management problems can we further ensure the development of the public rental housing in a fair and benign direction.This paper combines domestic and foreign relevant theories and interviews.First of all,it summarizes the post-management system and current situation of public rental housing in L District,as well as the current situation of archives,property,dynamic return and exchange,illegal residence and community management.Secondly,we found the difficulties in the identification of illegal rental,clearance management,daily supervision,service support improvement and unified management,and explored the reasons behind them.Finally,in order to effectively solve these difficult problems,the paper puts forward countermeasures to the practical problems in the post-management of public rental housing in L District of Changzhi City.Facing the above difficulties,the countermeasures will be put forward based on the actual situation of Changzhi and the experience of typical cities.First,improve laws and regulations,formulate specific management measures and strengthen policy publicity.The second is to build a post-management system by clarifying the division of responsibilities,activating market operation and strengthening social management.The third is to establish an evaluation mechanism for administrative departments,operating companies,tenants and other management and managed entities to conduct incentives and constraints.The fourth is to improve the management efficiency by improving the level of intelligent management,replacing the artificial way with science and technology,establishing a flexible feedback mechanism to deal with and adjust the flexibility of household demand and external response,and updating and improving exit method.In order to improve the post-management efficiency of public rental housing from a comprehensive and multi-angle perspective,prevent and avoid regulatory problems such as illegal rental housing,and establish a fair and orderly management mode and a livable and harmonious environmental atmosphere for public rental housing. |
