| Public rental housing,as an important component of the national housing security system,plays a role in "ensuring people’s livelihoods,helping secure housing,and increasing welfare".However,while the public rental housing policy is operating steadily,a few beneficiaries of public rental housing take policy loopholes to "squeeze" limited housing welfare resources and stay in the housing security system for a long time,resulting in frequent "welfare loopholes" in the implementation process of public rental housing policy.In view of this,the article selects H city in Guangxi as a case study.Through combing the development process of the local housing security policy,it summarizes the rules and characteristics of the policy "continuity" and "adjustment".At the same time,combining the field interview data and selecting typical cases,it analyzes the logic of "welfare loopholes" in the implementation of the public rental housing policy in H city from the perspective of rational choice and asymmetric information theory.Research has found that the "welfare loopholes" in public rental housing policies occur in four stages of policy implementation: firstly,during the application review stage,non beneficiaries seek benefits through false materials and policy avoidance;Secondly,during the waiting rental phase,beneficiaries utilize the technical barriers and system defects of personal information review to repeatedly enjoy housing or social security methods;Thirdly,during the occupancy supervision stage,beneficiaries transfer the security rights and interests of public rental housing through "subleasing" or "lending" methods;Fourthly,in the exit management stage,beneficiaries should either "not return" or conceal the truth,and "occupy" housing benefits for a long time.The attribution is due to the blurry definition of the positioning of public rental housing and the simple qualification index,which leads to the failure of screening for housing security targets.The data barriers encountered in identity and asset review make it difficult to review qualifications,and the insufficient deterrence of punishment for violations and the imperfect design of exit mechanisms make public rental housing beneficiaries underestimate the risk of violations,In addition,the negative effects brought about by the concept of "welfare dependence" have led to the frequent occurrence of "welfare loopholes" in the implementation of public rental housing policies.To prevent the recurrence of "welfare loopholes" in the implementation of public rental housing policies in H city,it is a feasible method to adjust and optimize the current public rental housing policies.Firstly,the policy implementation of public rental housing should gradually return to the original implementation,that is,"the original intention is for the public and for the convenience of the people to live in peace";Secondly,change the "one size fits all" approach to selecting eligibility criteria for public rental housing,refine the evaluation criteria for income levels and housing conditions,and combine multiple aspects,levels,fairness,and efficiency to screen eligible applicants;Next,introduce blockchain technology to break down information barriers to applicant qualification or beneficiary supervision,and comprehensively verify or monitor the occurrence of violations;Then,unite multiple departments and mobilize social forces to increase punishment for violations of public rental housing;Furthermore,establish a public rental housing exit solution that emphasizes both incentives and punishments,to eliminate the mentality and risky behavior of violators;Finally,it is necessary for the government to widely promote and shape the correct value concept of "labor is virtue" in society,and to build a solid ideological defense line for the "blockage" of public rental housing policy welfare. |
