CQS Company has been established for 15 years.Although it has gradually grown from a small enterprise with only 10 employees to a medium-sized one with more than 200 employees,its development speed remains relatively slow compared to other enterprises in the same region and industry.Located in Suzhou,the company faces fierce competition from both existing rivals and new entrants,while its traditional business scale keeps shrinking.Meanwhile,with the rapid development of PPP projects and basic investment business after the epidemic,the government has issued policies to encourage the development of whole process cost consulting services,creating a new "blue ocean" business.Therefore,CQS Company should expand its whole process cost consulting business in response to market demand,improve its competitive strategy and create new profit growth points.Firstly,this article combines relevant theories and methods from strategic management to conduct an analysis of the internal and external environment for CQS Company’s entire cost consulting business.Secondly,by using the EFE matrix and IFE matrix,the overall analysis reveals that the opportunities outweigh the threats regarding the company’s entire cost consulting business amidst the current internal and external environment.Additionally,the company’s strengths outweigh its weaknesses.On this basis,the QSPM matrix is used to determine that CQS Company’s entire cost consulting business should focus on using differentiation competition strategies.Thirdly,based on the analysis results,this article formulates specific implementation plans for differentiation competition strategies in the entire cost consulting business in the areas of business expansion,service,and marketing.Finally,this article ensures that the implementation of the differentiation competition strategy plan for the entire cost consulting business is successful through reforms in organizational structure,the establishment and improvement of business information and digital knowledge database systems,the strengthening of business management and assessment-related institutional development,the establishment of cooperative strategic alliances,the creation of an innovative corporate culture,and the expansion of business brand promotion channels.This article has significant practical implications for promoting the expansion of the entire cost consulting business for CQS Company in the new era,new environment,and new challenges,enhancing the overall competitiveness of the entire cost consulting business and creating new revenue growth points for the company.It can also provide a theoretical basis and practical guidance for the development of entire cost consulting businesses for other companies in the engineering consulting industry.
