A Study Of The Theory And Practice Of Poverty Governance In The Communist Party Of China Since The Founding Of The People’s Republic Of China

Poverty hinders the progress and development of every country in the world,and poverty governance is to remove this "stumbling block" that hinders the world’s development.Since the founding of the People’s Republic of China,the Communist Party of China has insisted on combining Marxist anti-poverty theory with the actual situation of poverty in China,and has developed a practical road of poverty governance with Chinese characteristics,forming a systematic and complete theoretical system of poverty governance of the Communist Party of China.The theory and practice of poverty governance in New China over the past 70 years have emerged and developed in the great practice of socialism in which the Communist Party of China has united and led the people of all ethnic groups.China’s poverty governance theory and practice can be roughly divided into five stages: first,the stage of universal mobilization poverty governance,with land reform and three major reforms as the main means to carry out relief poverty governance;second,the stage of institutional reform poverty governance,with the reform of the economic system in rural and urban areas as the main means to carry out regional poverty governance,which also set the essential socialist goal of common prosperity during this period;third,the stage of The developmental poverty governance stage,in which poverty alleviation and development were carried out through the establishment of special poverty alleviation agencies and county-level targeting mechanisms,elevated poverty governance to the level of a political issue and made it more standardized and institutionalized;fourth,the people-oriented poverty governance stage,in which the two-wheeled poverty governance policy of developmental poverty alleviation and special poverty alleviation was implemented to achieve an effective interface between government and society;fifth,the precision poverty alleviation stage of the new era.The stage of poverty alleviation,in which poverty governance is guided by six precise measures and five batches of measures,has made unprecedented achievements to eliminate absolute poverty under the current standards in China as a whole.The Communist Party of China’s theoretical and practical exploration of poverty governance has distinctive scientific,popular and systematic characteristics,and has important theoretical and practical values.It has not only enriched and developed the Marxist anti-poverty theory,scientifically guided China’s poverty governance work for more than seven decades and achieved success,but also provided new perspectives and contents for international anti-poverty-related theories,and provided Chinese experience and Chinese solutions for the international anti-poverty cause.
