Analysis Of Deviation In Policy Practice In China Rural Minimum Living Allowance

As traditional ways of poverty alleviation showed its incompetence, MinimumLiving Allowance in Rural China,being the main part of social assistant system,isexperiencing high speed development. Target aiming is an important issue in ChinaRural Minimum Living Allowance. This thesis intend to analyze the process in whichthe grassroots-level governments employ the“tactics of the weak” in the practice ofTarget aiming in China rural Minimum Living Allowance policy, based on the factthat after the rural“tax-for-fee”reform,grassroots-level governments has been heavilyslashed,leading to the deviations from policy in the practice. It′s found that ChinaRural Minimum Living Allowance practice makes the village governance moredifficult for the grassroots-level governments.In order to maintain social stability,fufilthe task of delivering Minimum Living Allowance to the residents and benefitthemselves,officers of grassroots-level governments have adopt the tactics.This thesisadmits the policy improvements that made by the process is helpful to target aiming inChina Rural Minimum Living Allowance, but to eliminate the deviation,furtheraffords should be taken from the perspective of Village governance.
