| With the development of the global economic integration, more countries are getting more and more acceptance to trade liberalization. The traditional means of trade protection has large unfairness which is not only difficult to achieve the purpose of protecting the national economy, not conducive to the normal development of the trade between countries, but also would punished by the corresponding sanctions. However, because of the affection of their own restriction factors such as geographical conditions, technical conditions and the influence of the constantly adjusting economic benefits patterns, many countries still making more efforts on the protection of their national development and to seek new ways of protection. Among them, the technical trade measures with many features like flexibility, rationality, universality has been favored by many countries which played an important role in the international trade. Japan is an important export market of agricultural products of China.In the economic development process, Japan’s continuous improvement of the import standard of agricultural products and detailing of the inspection and quarantine rules make China suffered a huge impact on agricultural products exporting process to Japan. In the short term, it significantly inhibited the quantity and the price on the export of agricultural products which results in the deterioration of terms of trade; in the long term, it will improve the agricultural products trade and boost the structural adjustment and technological innovation of Chinese agricultural products. It will also apparently promote the industrial upgrading of the exporting country. The technical trade measures taken by Japan reflect the reality that people raised their food safety requirement as the development of the economy and also reflect the rationality on the maintenance of the safety of agricultural products. However, the technical trade measures indeed impact the export of Chinese agricultural products.Thus, the correct understanding of the Japanese technical trade measures on agricultural products and handling together by coordinating all parties’forces are the top priority. To deal with the technical trade measures on agricultural products in Japan, the parties must supervise together to form a joint force. First, the government and the relative departments should implement the supporting policy to the agricultural products exporting enterprises and to pay much attention to the problems and difficulties of these enterprises during the production, operation and exporting process and to give support correspondingly. At the same time, agricultural products exporting enterprises should improve the quality of the agricultural products, produce products according to the relative standard and cooperate with the local high-quality agricultural base actively to improve the production efficiency. Second, industry associations should assist agricultural producers and enterprises to collect new technical standards and measures of agricultural products taken by Japan, help to coordinate and appeal when the enterprises encounter Japan’s unreasonable technical barriers and deal with trade frictions and disputes effectively. Last, enterprises should put good use of their subjective initiative sufficiently to grasp the relative requirements and information of agricultural products released by Japan, manage relative technicists to take professional research and bring in new equipment. At the same time, enterprises should also enhance the technical level and take more importance to the quality test standard.In short,only we learn from past experience actively and do timely research on the Japan’s current and future proposed technical trade measures constantly,could we better deal with the technical trade measures in Japan and thus could avoid unnecessary economic losses of Chinese companies,enhance the international competitiveness of agricultural products and promote the development of agriculture. |
