Research On The Measurement And Influencing Factors Of The Urban-rural Integration Development Level In Tibet

In 2019,the Party Central Committee and the State Council issued the Opinions on Establishing a Sound Institutional Mechanism and Policy System for Integrated Development of Urban and Rural Areas,marking China’s transition from the stage of integrated urban-rural development to the stage of integrated urban-rural development,and promoting integrated urban-rural development is an objective need to implement the rural revitalization strategy and achieve the goal of "two hundred years".The urban-rural relationship in Tibet has followed the historical rules and basic directions of China’s overall urban-rural development in a comprehensive consideration of Tibet’s actual regional conditions,but there are still problems such as imbalance in the configuration of urban-rural infrastructure and public service facilities,and the degree of integration of urban-rural industries that can hardly support the integrated development of urban-rural areas.Based on this,it is important to understand the current situation of urban-rural integration development in Tibet,scientifically analyze the level of urban-rural integration development in Tibet and its influencing factors,to formulate differentiated urban-rural integration development strategies in Tibet Autonomous Region,to break through the bottleneck of urban-rural integration development in Tibet in a targeted manner,and to reshape the new urban-rural relationship in Tibet.This paper takes the urban-rural integration development of seven cities in Tibet as the research object,uses the panel data of seven cities from 2006 to 2020,analyzes the current situation and problems of urban-rural integration development in Tibet,constructs the evaluation index system of urban-rural integration development in Tibet from five dimensions: foundation,guarantee,carrier,motivation and result,measures and analyzes them,and adopts methods such as fixed-effect panel regression and threshold model to evaluate the development of urban-rural integration in Tibet.The impact mechanism and influencing factors of Tibet’s urban-rural integration development are analyzed using fixed-effects panel regression and threshold model.Finally,the findings of this paper are summarized systematically and suggestions and countermeasures are proposed.The main conclusions of this paper are three: first,the level of urban-rural integration development in Tibet has been improved,and the three levels of urban-rural integration guarantee,dynamics and results have all been improved to different degrees.Secondly,the development of urban-rural integration in Tibet is influenced by the upgrading of industrial structure and the wages of employees in health,social security and social welfare industries.When the level of economic development is low,the upgrading of industrial structure shows hindering effect on the development of urban-rural integration in Tibet,and once the level of economic development enters a certain stage,the negative effect gradually changes into a positive promoting effect.Based on the above conclusions,suggestions are proposed: firstly,adjust the industrial structure of Tibet to local conditions and promote deep integration of urban and rural industries;Secondly,increase the wage income of employees in the health,social security,and social welfare industries;Thirdly,strengthen the radiation and agglomeration role of core cities,and build characteristic towns.
