The 14th Five-Year Plan clearly puts forward the follow-up work of rural infrastructure construction.As the ’ leading capital ’ of China ’s social development and an important adjustment tool of economic countercyclical,infrastructure plays an important role in the transformation and upgrading of rural industrial structure,regional economic growth and the realization of rural revitalization strategy.China ’s infrastructure construction has made remarkable achievements in recent years and has been unanimously recognized by the international community.However,there is still a big gap in the improvement of infrastructure between developed and underdeveloped areas in China.Especially in China ’s rural areas,the phenomenon of ’ supply and demand mismatch ’,lagging development and imbalance in infrastructure construction is more prominent.As a provincial-level concentrated destitute contiguous area in China,Tibet is in a high-altitude area and a fragile ecological environment.Its infrastructure construction is relatively more demanding and the maintenance cost will be higher.There is still a gap in infrastructure construction in Tibet ’s agricultural and pastoral areas;at the same time,infrastructure construction has an important impact on improving agricultural production conditions and increasing the income of farmers and herdsmen,as well as the significance of Tibet ’s infrastructure to achieve rural revitalization and common prosperity.Under the strategic background of rural revitalization and poverty alleviation,it is very important to carefully explore and give full play to the role of Tibet ’s infrastructure investment in promoting the income growth of farmers and herdsmen,to narrow the income gap between urban and rural farmers and herdsmen,and to achieve balanced economic development in Tibet.Based on the report of the 20 th National Congress of the Communist Party of China,the No.1 document of the Central Committee,and the 14 th National People ’s Congress,combined with the actual needs of Tibet ’s economic and social development,this study takes the impact of Tibet ’s infrastructure construction on the increase of farmers and herdsmen’s income as the research entry point of this paper.Through combing and summarizing the existing literature,this paper discusses the current situation of Tibet ’s infrastructure construction and the current situation of farmers and herdsmen ’s income,and then explores the mechanism of infrastructure to increase farmers and herdsmen ’s income.The mechanism of increasing farmers ’ income is divided into direct and indirect aspects.In terms of the direct mechanism of infrastructure to increase the income of farmers and herdsmen,it mainly discusses the income effect of human capital,material capital,labor input and capital capital input.The indirect mechanism is more complex and hidden than the direct mechanism,mainly from the aspects of promoting factor input and flow.At the same time,referring to the healthy China,transportation power,science and education strategy proposed by the 20 th National Congress of the Communist Party of China and the views of relevant scholars,combined with the availability of Tibet ’s infrastructure data,it is divided into : transportation infrastructure,education infrastructure,health infrastructure,etc.,and discusses in detail the mechanism of the three infrastructures on the increase of farmers and herdsmen ’s income.On this basis,using the data of Tibet Autonomous Region from 2010 to 2020 and the data of seven cities,the two-way fixed panel model and the spatial Durbin panel model are used to empirically examine the impact of three infrastructures on the income of farmers and herdsmen,and also to verify the correctness of the above mechanism analysis.Through panel regression analysis,it is found that infrastructure construction can significantly increase the income of farmers and herdsmen;from the overall spatial panel regression,it can be concluded that the disposable income of farmers and herdsmen is not only affected by the level of local infrastructure,but also by the level of infrastructure construction in adjacent areas,and the closer the area,the greater the impact.Through the regression results,it can be clearly seen that infrastructure can indeed promote the income of farmers and herdsmen.In order to better enable infrastructure to play its role in increasing income,the standard puts forward the following feasible suggestions :(1)Steadily promote the construction of traditional infrastructure in Tibet ’s agricultural and pastoral areas and promote the income of farmers and herdsmen.(2)Accelerate the construction of new infrastructure in agricultural and pastoral areas of Tibet,and promote the income of farmers and herdsmen.(3)Promote the transformation and upgrading of agricultural and pastoral areas by infrastructure construction,and increase the income of farmers and herdsmen.(4)Improve the infrastructure construction of agricultural and pastoral areas in Tibet in multiple dimensions and promote the increase of farmers and herdsmen ’s income.The innovation of this paper is that some innovations have been made in the empirical method.Throughout the existing literature in Tibet,there are relatively few empirical analyses using spatial measurement.And from the perspective of infrastructure construction to promote the income of farmers and herdsmen in Tibet is still relatively lacking in research,and because of the availability of Tibetan data,there are relatively few articles.At present,the research perspective of increasing the income of farmers and herdsmen in Tibet is mainly from the aspects of mechanism innovation,industrial development,financial policy,fiscal policy and so on.Therefore,this paper focuses on the impact of infrastructure construction on the income increase of farmers and herdsmen.
