Since reformation and opening, the income increase trend of peasantries and herdsmen in Inner Mongolia has been restricted by many factors in recent years after a period of high speed increase. The income of peasantries and herdsmen wandered and the income distance between urban and suburban residents became gradually big. This is either the reality reflection of the economical structural contradiction of agriculture and animal husbandry and rural and pasturing areas, or the concentrative representation of deep-seated contradiction accumulated in long period in national economic development; and is either practical contradiction in the new phase or the overall situation problem concerning with building well-off society in all-round way. National people's wealthy means nothing without well-off of peasantries and herdsmen. To actualize well-off of peasantries and herdsmen, their income must be increased. Based on analyzing and utilizing the research fruit of academia about agriculture,ruralarea and peasantry problems, this paper focuses on researching issues about income increase of peasantries and herdsmen in Inner Mongolia. Complete analysis has been done on the actuality of income wandering, reasons affecting income increase and contradictions and difficulties faced with income increase of peasantries and herdsmen in Inner Mongolia. Integrated the analysis results with current practical condition, useful research about income increase of peasantries and herdsmen has been carried out from some aspects including expediting industrial structure adjusting, improving labor force diathesis of peasantries and herdsmen, optimizing labor force structure in rural and pasturing area, energetically advancing moderate scale business between agriculture and pasturage, and completing social security system of rural and pasturing area. Following parts are mainly discussed.1. Basic features of income increase of peasantries and herdsmen in Inner Mongolia are carefully summarized and reviewed in part one on three aspects including staggered changes, structural changes and revenue gaps.2. The reasons concerning with income decrease of peasantries and herdsmen in Inner Mongolia are analyzed in part two. These reasons include such respects as economic development lagged mechanism conversion,low self diathesis and systemization degree, inadequate business scale in agriculture and animal husbandry, asymmetric information, incomplete financial system in rural areas and pasturing areas, absence of policy on peasantry support and peasantry benefit.3. On the basis of basic features analyzing of income increase and decrease reasons of peasantries and herdsmen in Inner Mongolia, major contradictions and difficulties of income increase that they must be currently faced are presented. These are contradiction between household contract responsibility land system and scale business of modern peasantries, rural and urban economic structure, small scale production and large market and contradiction between pasturage and agriculture. Difficulties that must be faced include space limitation for price of agricultural and livestock production and proper surplus labors transference for peasantries and herdsmen, lagging production process comparison with consumption structure.4. Strategies for solving the issues about income increase of peasantries and herdsmen are presented. These strategies include improving labor force diathesis for peasantries and herdsmen, optimizing labor force structure in rural area and pasturing area, advancing moderate scale business mode between agriculture and pasturage, broadening diversified business mode for agriculture and pasturage, completing financial system in rural area and pasturing area, creating fair trade platform, completing social security system in rural area and pasturing area, etc.
