Agriculture is very important to the development of a national and regional sustainable national economy healthy operation closely,to the maintenance of the whole national economy and social stability.Since 1990 to 2014,the Tibet farmers' income from 582 yuan to 8222 yuan,the level continue to improve,but the income gap between residents in Continue to expand,and increase the income of farmers and herdsmen is narrowing the urban-rural income gap,the key to stabilize the social order.As the financial macro-control means of investment to alleviate such bottlenecks and increase the income of farmers and herdsmen has a crucial role.This paper from the absolute scale and relative scale of Tibet from 1990 to 2014,the scale of fiscal expenditure situation and the income of farmers and herdsmen to analyze the status;fiscal expenditure for agriculture and rural economic development contribution rate relatively low.Secondly,the rural basic construction expenditure imbalance.Again,on the policy of Tibet fiscal expenditure to farmers' income by empirical analysis,using the error correction model was established to illustrate the short-term and long period fluctuations between Tibet fiscal policy and farmers' income.But after Grainger causality test found that there is a long-term equilibrium relationship between Tibet fiscal policy and the income of farmers and herdsmen,and between the structure of fiscal support for agriculture and farmers' income have obvious relationship.Finally,put forward to promote fiscal policy measures in Tibet herdsmen,that is to keep and improve the financial support for agriculture,to ensure a steady income of farmers,to further promote the herdsmen;improve efficiency in the use of funds.
