| The Fifth Plenary Session of the 19 th CPC Central Committee deliberated and adopted the CPC Central Committee’s Proposal for Formulating the 14 th Five-Year Plan for National Economic and Social Development and the Long-term Goals for2035,which first put forward the idea of building "resilient cities".The purpose is to improve the city’s ability to prevent and resolve major risks,reduce the loss caused by external impact on the city,and formulate a systematic and overall development strategy for realizing the sustainable development of the city.At the same time,the economic and social development of our country is facing new challenges at the present stage,including insufficient economic development momentum,difficulties in urban transformation and innovation,turbulence in the international community,and unstable and uncertain factors in the domestic economic and social development.The "marginalized" development status of the central region also makes it face serious population loss,natural resources can not be properly developed,industrial structure transformation and upgrading,extensive development mode and other problems.In this context,how to resist the external adverse impact,reduce the adverse impact of external impact,and achieve high-quality development inside the city has become an important issue.Therefore,this paper takes the central region as the study object,which not only conforms to its own objective needs of development,but also contributes to the implementation of the national strategy.Based on this,this paper firstly reviews relevant literature at home and abroad,clarifies the concept and theoretical basis of urban resilience and economic development level,and analyzes the interaction mechanism between urban resilience and economic development level.Secondly,data from 2004 to 2020 from six provinces in central China--Shanxi,Henan,Anhui,Hubei,Hunan and Jiangxi were selected as research objects.The current situation of urban resilience in central China was analyzed from four aspects of economic resilience,social resilience,ecological resilience and infrastructure resilience,and an urban resilience index was constructed.Furthermore,the present situation is analyzed from three aspects of economic scale,economic potential and economic vitality,and the economic development level index is constructed.The entropy method is used to calculate the weight of each index of urban resilience and economic development level,which provides a basis for comprehensive evaluation of multiple indicators.Thirdly,based on the coupling coordination degree model and grey correlation degree model,the coupling coordination degree and influencing factors of urban resilience and economic development level in the central region were analyzed,and the following conclusions were drawn:(1)The regional differences of urban resilience among provinces were large,showing the characteristics of "high in the south and low in the north,and large development gap in the north".From the perspective of time,the evaluation value of urban resilience of the six provinces in the central region showed a trend of steady growth,but the range of the six provinces increased year by year from 2005 to 2020,that is,the regional gap became bigger and bigger.(2)The urban resilience of provinces in the central region is consistent with the development law of economic development level,that is,urban resilience and economic development level do interact and complement each other in a positive correlation.(3)The mean value of coupling coordination degree in the central region showed a steady growth trend,but the growth of provinces was inconsistent.This is not only related to the coupling degree between urban resilience and economic development level,but also has a direct effect on it.(4)The inconsistent degree of coupling coordination among provinces is related to geographical location,industrial structure,social public services,infrastructure,policy support,ecological environment construction and other factors.(5)Using grey relational degree model,it is found that the coupling coordination degree of urban resilience and economic development level in the central region fluctuates greatly over time and is strongly correlated,among which the economic development level,market demand ability,urban infrastructure construction and opening to the outside world have the greatest influence on the coupling coordination degree.Finally,based on the above research results,the following countermeasures are proposed: First,based on the top-level design.First of all,we need to establish an overall planning system and management system for economic development and urban resilience.We need to supervise the whole process from macro planning to detailed implementation to ensure the effectiveness of implementation.Secondly,the inter-provincial linkage development mechanism should be established and improved to promote the free flow and rational allocation of various factors.Finally,the development orientation of each province or city group should be clarified to promote the rational division of labor among regions.Second,we will foster the concept of building resilient cities.First of all,comprehensively grasp the construction concept,research object,governance countermeasures,governance process and construction subjects of urban resilience.Secondly,to build resilient cities,prevention before disasters,response during disasters and recovery after disasters should be integrated to achieve rapid recovery.Finally,it is necessary to clarify the responsibilities of each participant and form a social force of mutual cooperation and collaborative participation.Third,change the concept of economic development.First of all,rely on modern technology,fully tap the natural resources in the central region,resources advantage into market advantage and competitive advantage.Secondly,we should ensure product supply from the aspects of social security,fiscal policies and public services,improve the quality of consumption and overcome the weak link in consumption upgrading.Finally,it is necessary to build an open economic structure with connectivity and free flow of economic factors,effectively integrate resources through capital flow,technological exchange,talent introduction and industrial adjustment,and improve the utilization efficiency of economic resources.The innovation of this paper has two points: research perspective and research area.First,most of the previous scholars studied the spatio-temporal differences and influencing factors of urban resilience in a certain region alone.In this paper,urban resilience and economic development level were combined,and the interaction between the two was explained through the coupling and coordination model,which is the first innovation of this paper.Second,the reality of uncoordinated regional development requires more attention to the central and western regions,but the existing literature research areas are mainly concentrated in the Beijing-Tianjin-Hebei,Yangtze River Delta urban agglomeration and other developed areas.Therefore,this paper takes the central region as the research object,which can be the second innovation. |
