Since the 18 th Party Congress,General Secretary Xi Jinping has repeatedly emphasized the importance of state-owned enterprises and clearly pointed out the important status of state-owned enterprises as an important force and important pillar in undertaking national economic development.With the development of state-owned enterprises and the strict control of the government on the establishment of state-owned enterprises,the existing establishment of state-owned enterprises can no longer meet the development needs of enterprises,coupled with the introduction of domestic labor dispatch laws and regulations,the development of labor dispatch has once again been brought to a new height.This system meets the requirements of flexible employment,reduces the cost of employment,improves the efficiency of employment,and prevents and avoids employment risks.Based on this background,this paper focuses on the effect of the implementation of labor dispatching system in state-owned enterprises in Jingdezhen City.This paper,based on relevant domestic and international studies,firstly explains the general situation of labor dispatching in state-owned enterprises in Jingdezhen,secondly understands the implementation situation of labor dispatching employees in state-owned enterprises in Jingdezhen in terms of scale and structure,employment contract,salary and benefits,performance assessment and career development by means of questionnaire survey,and finally establishes an analytical framework for the implementation effect of labor dispatching employment system in state-owned enterprises in Jingdezhen.The implementation effect of their labor dispatching system is analyzed by using hierarchical analysis and fuzzy comprehensive evaluation method,and problems such as imperfection of labor dispatching system,deviation in implementation and insufficient protection of employees’ rights and interests are found based on the evaluation results.Finally,based on the above research results,countermeasures are proposed to improve the implementation effect of Jingdezhen city state-owned enterprise labor dispatch employment system :(1)optimizing the relevant regulations of the labor dispatch policy system;(2)correcting the deviations in the implementation of the policy;and(3)improving the mechanism for safeguarding the rights and interests of labor dispatch employees.
