In the past three years,the development of COVID-19 vaccines has saved millions of lives,and CAR-T cell therapy is successfully introducing the concept of personalized medicine into cancer treatment.The benefits of biotechnology have become evident in the form of rapid development.In addition to the medical applications of biotechnology,it is also very common in our daily lives.For example,in laundry detergent that removes stains,biological enzymes are added,while in what appears to be a meat burger,plant-based "meat" is added,as well as genetic testing services for blood relatives directly targeting individual consumers.Although advances in biotechnology provide enormous public health and consumption potential,there are also many risks involved.If certain biotechnology products "escape" from a safe environment,causing harm to people,animals,or the environment,it may also cause unexpected accidents.Biotechnologists are the proximal factors in the process of biotechnology research and application.The unsafe behavior of such personnel not only directly affects the success and failure of technological research,but also may bring heavy costs to society and organizations.Therefore,it is extremely important to study the risk assessment of unsafe behavior of biotechnology personnel.However,although China has started a more detailed strategic layout for biotechnology in recent years,compared to developed countries abroad,it is still not mature enough,especially in terms of personnel unsafe behavior risk supervision.Many laboratories in China still rely solely on expert opinions for the risk assessment of unsafe behavior among biotechnology personnel,lacking the knowledge and skills to conduct structured and systematic unsafe risk assessments for biotechnology personnel.However,the existing risk assessment methods for single unsafe behaviors lack repeatability,which consumes a lot of manpower and financial costs,and makes it difficult to form a reasonable explanation for the evaluation results.Sometimes,it also poses a risk of partial information loss during the evaluation process,ultimately making it difficult for the results to accurately reflect the actual situation.Based on these factors,this paper adopts the evaluation method of linear combination of decision analysis and cloud model to evaluate the risk of unsafe behaviors of biotechnology personnel.First of all,in order to analyze the relevant indicator factors that affect the unsafe behaviors of biotechnology personnel,this paper has established an indicator database of unsafe behaviors of biotechnology personnel through the Chinese literature retrieval database CNKI,the foreign literature retrieval database Web Of Science,and the coding analysis of accident cases known around the world due to unsafe behaviors of biotechnology personnel,and has also used the Delphi method to gather experts in biotechnology,Based on the professional experience and personal preferences of expert group members,two consultations were conducted on the indicators in the indicator library,and a system for evaluating unsafe behavior of biotechnology professionals was constructed.Then through the analytic hierarchy process(AHP)and entropy weight method,two subjective and objective weighting methods,and the method of game theory,the distribution coefficient between subjective and objective weights is used to comprehensively determine the index weight value that affects the unsafe behavior of biotechnology personnel.Finally,the cloud model is used as an evaluation method,fully considering the randomness and fuzziness of indicators,to achieve the mutual conversion of qualitative concepts and quantitative values.Finally,this article conducted an unsafe behavior risk assessment analysis on the existing biotechnology personnel in S laboratory through the constructed unsafe behavior risk assessment model for biotechnology personnel.By comparing the standard cloud map and comprehensive cloud map of the laboratory,the risk level of unsafe behavior risk for biotechnology personnel in the laboratory was analyzed.And by comparing the cloud model and standard model of each indicator,a comprehensive evaluation and analysis was conducted on the risk levels of the laboratory in five aspects:organizational environment,resource management,regulatory environment,operational environment,and personnel status.The effectiveness of the biotechnology personnel unsafe behavior risk assessment model based on combination weighting and cloud model was verified,and corresponding measures to address personnel unsafe behavior risk were proposed.The establishment of this model is mainly to provide dynamic and repeatable risk assessment for personnel in the field of biotechnology,thereby providing early warning for the occurrence of unsafe behavior risks for biotechnology personnel,in order to provide theoretical and technical support for the development of biotechnology security in China.
